of newspapers posted either unpaid or insufficiently paid, will be charged with the unpaid
rate applicable to book packets. The title and date of publication must be j^rinted at the top
of every page (including supplements, tables of contents, etc.), and the newspaper must be folded
in such a manner that the title may be readily inspected. It must either have no cover, or be in a
cover entirely open at both ends. If it contain any enclosure, except a supplement issued therewith,
the packet wUl be charged as a Utter, unless the enclosure be such as may be sent at the book rate
of postage, and the entire packet he sufficiently prepaid as a book packet . A newspaper which has
any letter, or any communication of the nature of a letter, written in it or upon its cover, will be
charged as an unpaid or insufficiently paid letter. No packet of newspapers must exceed 14 lbs.
in weight, 2 feet in length, and 1 foot in width or depth.
The conditions of registration for transmission abroad are the same as those for inland
transmission ; excepting that for foreign transmission, a newspaper may be published at intervals
of thirty-one days, and must be posted within eight days from the date of publication, including
the day of publication.

Inland Book Post.
13. The rate of postage, which must be prepaid in stamps, is one halfpenny for every 2 oz.
or fraction thereof.
If not sufficiently prepaid, double the deficiency will be charged ; and if sent unpaid, a
double rate is charged. All letters or sealed enclosures in a book packet are forbidden. If this
rule be infringed, the entire packet will be treated as a letter. If any letter, or communication
of the nature of a letter, be written on a book or its cover, the packet will be charged as
a letter.
The cover of the packet must l^e entirely open at both ends, so as to admit of the contents
being easily withdrawn for examination, otherwise it will be treated as a letter.
Circulars are admissible at the book rate, if in identical terms, and the whole or greater part
be produced by means of ordinary type, engraving, lithography, or other mechanical process.
A book packet, in dimensions, must not exceed 6 inches in depth, 9 inches in width, 18
inches in length, nor 5 lbs. in weight, unless it be sent to or from a Government office.

Inland Parcel Post.
14. The rates of postage are as follows, viz. :
For a parcel not exceeding 1 lb. .... 3d.
, , exceeding 1 lb. but not exceeding 3 lbs. 6d.
,, ,, 3 lbs. ,, ,, 5 lbs. 9d.
,, ,, 5 lbs. ,, ,, 7 lbs. Is.
The postage must, in all cases, be paid in advance, and, as a rule, by ordinary postage
stamps, which should be affixed by the sender.
Parcels must not be posted in a letter-box, but must be taken into a Post Office, and tendered
for transmission as a parcel. The words ' Parcel Post ' should be written in the left hand top
corner.
A parcel, in dimensions, must not exceed 7 lbs. in weight, 3 feet 6 inches in length, or 6 feet
length and girth combined.
Certificates of posting may be obtained at all Post Offices throughout the United Kingdom.
Forms of certificate will be found on the public counters, and any one handing in a parcel may
fill up one of these forms with the name and address upon the parcel, when the officer in attend-
ance will stamp the form with an impression of the office stamp, and return it to the person
presenting it.
Parcels containing any enclosure in a condition likely to injure other parcels, or any officer
of the Post Office, are prohibited.
Parcels may be forwarded to, or sent from, the Channel Islands under the same general
conditions with regard to weight and size, and at the same rates of postage, as parcels for all
other portions of the United Kingdom. Such parcels, however, being liable to Customs
examination at the port of arrival, the sender is required to make a declaration of contents, upon
a special form provided for the purpose, at the office where the parcel may be posted.
Parcels addressed to a Post Office, to be called for, are liable to a demurrage charge, at the
rate of Id. a day, after they have remained in the Office one clear day.
No charge is made for the redirection of a parcel from one place to another within the same
free delivery, when the parcel has not been delivered and the redirection is made by an officer of
the Department ; but if redirected by any person other than an officer of the Department, or to
an address in another delivery, it is liable to addtiional postage, at the full prepaid rate for each
