No packet above sixteen ounces can he received,
and if any sucli are pui into the letter boxes, it will
be immediately forwarded to the Dead Letter
Office.
The following are the only exceptions to this
regulation : —
1. Farliamentary Petitions and Addresses to
Her Majesty.
Parliamentary Proceedings.
3. Letters and Packets addressed to or received
from Places beyond Sea.
4. Letters and Packets to and from Public De-
partments.
5. Deeds, if sent open, or in eoveri open at the
sides. They may be tied with string and
sealed, in order to prevent inspection of the
contents, but ihey must be open at the sides
that it may be seen that they are entitled to
the privilege.
6. Bankers' Parcels dispatched from London,
,. and specially delivered at the General Post
Office, under certain regulations.
Inland Letters or Packets sent unpaid, are
charged double the amount of Postage to which
they would have been liable had they been pre-
paid. The Scale of Weight in force for General
Post Letters is equally applicable to Letters
passing through the local peuny-posts throughout
the Kingdom, and to those passing through the
local Posts of Edinburgh, London, and Dublin;
the Regulations which restricted the weight of
these latter to Four Ounces having been abolished,
they are subject to the same Rules and the same
Charges as General Post Letters, and must be
paid in advance, or they will be liable to double
the rate to which they would otherwise be sub-
ject.
In those cases where the value of Stamps on the
Letter is less than the amount of the Postage to
which it would be liable, if prepaid the letter
will be charged double the amount of such defi-
ciency on delivery. An Inland Letter, for ex»
ample, weighing more than Half an Ounce and
not exceeding an Ounce, if bearing only a Penny
• Stamp, will be charged Twopence on delivery.
The same Regulation applies to Letters prepaid
by Money, where the full and proper rate of Post-
age has not bep.n paid in advance.
REDIRECTED LETTERS are suliject toad-
ditiuaal rates oi fostage, but whether the Letter
has been originally prepaid or not, they are only
liable to be charged at the prepaid rate for the ad-
ditional Postage, which is to be paid on delivery.
Peehs and Members of Parliament no longer
dispatch or receive correspondence Free, but Mem-
bers of either House are entitled to receive, free of
charge. Petitions to Parhajient, provided that
each Petition is sent without a cover, or in a cover
open at the sides, and does not exceed the weight of
Thirty-two Ounces.
Addresses to her Majesty pass free.
Printed Votes and Proceedings in Parlia-
ment, or of the Colonial Legislatures, are
charged —
Under four ounces Id.
Above four and under eight ounces 2d.
Above eight and 'inder twelve ounces 3d.
and so on.
Such Votet and proceedings, whether paid or
unpaid, pass ;it these rates between places in the
United Kingdom as well as the Colonies, by
packet. To those places to which there are no
packets — New South Wales for instance — they
may be forwarded " by Private Ships," at double
the above rates. They are not, however, for-
warded to the East Indies^ via Falmouth and
Alexandria, nor to places through France, under
the full rates of Letter Postage. The Postmaster-
General is authorized (if he shall see tit) to delay
the transmission of Printed Votes and Proceedings
in Parliament for any space not exceeding Twenty-
four hours from the time at which the same would
otherwise have been forwarded.
NON-COMMISSIONED OFFICERS, CAP.
TaINS'STEWARDS, seamen. AND SOL-
DIERS, can send and receive Letters to and from
the East Indies by the Overland Mails, " via Fal-
mouth," under the weight of half an ounce, on
their own private concerns only, while they are
employed in her Majesty's Service, or in the ser-
vice of the East India Company, for one penny.
The Penny must be paid at the time it is put into
the Post Office, and the direction must specify the
class of pt-rsou, and the Ship, Regiment, or Corps
to which it belongs.
The postage upon Soldiers' and Seamen's Let-
ters received from parts beyond sea, without the
penny having been prepaid, is twopence in addi-
tion to the Ship Letter gratuity, if received by
Private Ship.
Threepence Postage is charged on Letters ad-
dressed to Soldiers and Seamen to either of the fol-
lowing places : — River Gambia, Sierra Leone,
Goree, Senegal, Cape Coast Castle, Fernando Po,
Coast of Africa, Ascension. (Isle,) and China. To
St Helena, the East Indies, and New South
Wales, one Penny.
AdUesive Stamps and Envelopes.
Every Postmaster, Sub- Postmaster, or Letter
Receiver, without exception, will sell the Postage
Label Stamps and Stamped Envelopes to the Pub-
lic at the following Prices : —
The Penny Label Stamps, at Id. each.
The Twopenny ditto, , . 2d.
The Penny Envelopes, 24 for 2s. 3d. or 2 for 2^1.
The Twopenny ditto, 12 ,, 2s. 2d. ,, 3 ,, Gki.
Penny stamped half-sheets 24 for 2s 3d, or 2 for
2id.
Adhesive Stamp* should be placed on the
right hand corner above the address of the Letter,
and the stamped half sheets should be so folded
that the stamps should also be in the same posi-
tion ; if this precaution is neglected, from the
rapidity with which the duty »n«t t»e performed,
