part of the Harbour to another : —

The Tug Steam boats belong to the Harbour Trust, but there is
another tug boat, the Dorothy, put on the towage station by pri-
vate enterprise, and charges the same rate of towage as the others
for the sea-reach, with 2s 8d additional for Harbour Towage.
