ORDINARY RATES OF POSTAGE AND CONDITIONS OF TRANSMISSION.
Inland Letters.*
1. The rates of postage when prepaid are
is follows : —
For a letter not above 4 oz. Id., and £d. for
every additional 2 oz.
2. A letter posted unpaid is chargeable on
delivery with double postage ; if insufficiently
prepaid, with double the deficiency.
3. No letter may exceed 24 inches in length,
12 inches in width, or 12 inches in depth, unless
it be sent to or from a government office. t
All letters containing instructions to the
Postmaster as to the re-direction of letters,
should have written on envelope " Re-direction
>f Letters ; " such an intimation will cause
ihe communication to be attended to at once.
Inland Newspapers.
1. The prepaid postage on every registered
aland newspaper, whether posted singly or

with others in a packet, is one halfpenny ; but
a packet containing two or more registered
newspapers is not chargeable with a higher
rate than would be chargeable on a book-
packet of the same weight.
2. A newspaper or a packet of newspapers
posted unpaid is chargeable on delivery with
double postage ; if insufficiently paid, with
double the deficiency.
3. Any publication fulfilling the conditions
for registration set forth in the Post Office
Guide can upon payment of an annual fee of
5s., be registered at the General Post Office
for circulation within the United Kingdom as
a newspaper.
4. No packet of newspapers may exceed 5 lb.
in weight, 2 feet in length, or 1 foot in width
or depth.
5. A newspaper must be prepaid either by
an adhesive stamp, or by the use of a stamped
wrapper.
6. {a) A newspaper must be posted either
without a cover, or in a cover entirely open
at both ends, and so that the same can be
