For the Presidency as a whole the percentages were (1) 65.50
and (2) 83.08.

The deficiency in Birth Registration in Sind is very noticeable.

7.    Results.—Out of 651,119 primary vaccinations 567,711 or
87.19 per cent were successful and 1,206 or 0.19 per cent unsuccessful.
In the remaining 12.62 per cent of cases the results could not be
ascertained.

Eighty-five persons were vaccinated a second time owing to failure
of the first operation.

8.    Age and sex.—Of the primary vaccinations, 422,250 or 74
per cent, were of infants under one year of age, and 137,485 or 24
per cent, of children between the ages of one and six years. By sex,
340,595 were males and 310,439 females, equal to a proportion of
109.71 to 100. The proportion of male to female children born
during the year was 107.98 to 100.

                  Re-vaccination (Appendix I, Statement I)

9. During the year 1927-28, 115,246 persons were re-vaccinated
against 117,264 in the previous year showing a decrease of 2,018.
The percentage of successful re-vaccinations was 19.20. Results
could not be ascertained in 54.30 per cent of cases.

A circular has been issued to all Officers of the Department
inviting their attention to the remarks made by the Public Health
Commissioner with the Government of India in an address delivered
by him at Calcutta before the 7th congress of the Far Eastern Asso-
ciation of Tropical Medicine regarding the importance of re-vaccination
and they have been directed to devote special attention to the subject
and to instruct their Inspectors and Vaccinators in the importance of
pushing on re-vaccination propaganda. Attempts are being made
through the educational authorities to popularise re-vaccination
among school children.

10. Vaccination of pilgrims at Karachi.—A temporary vaccina-
tion establishment consisting of one male and one female vaccinator,
one clerk and one coolie was entertained in Karachi town for the
vaccination of pilgrims proceeding to the Hedjaz. A second male
vaccinator was entertained from 14th April to 26th May 1927. Fifteen
thousand and five pilgrims were re-vaccinated during the months of
April and May 1927 and January, February and March 1928 of whom
12,932 were males and 2,073 females. By age periods 38 were under one
year, 73 between one and ten years, and the remaining 14,894 above
ten years. The total expenditure incurred on vaccination of these
pilgrims amounted to Rs. 941-10-7 and was defrayed by Government.
In the preceding year 11,475 pilgrims were vaccinated at a total
expenditure of Rs. 871-9-0.

      Vaccination in Indian States (Appendix II, Statement I)

11. In the Indian States 82,413 persons were primarily vacci-
nated against 75,225 in 1926-27. The number of successful cases
was 81,755 or 99.20 per cent. The percentage of success excluding
unknown was 99.92.
