Dispensary Vaccination, State-
ment No. III.

14. At the Mardan Dispensary 170 operations were performed. In.
the previous year 1,174 and 107 vaccination opera-
tions were performed by Hospital Assistants in the
Wano and Khyber Agencies, respectively, the operations in the former agency
having been performed on sepoys, recruits, etc., of the Southern Waziristan
Militia as the result of a few cases of small-pox occurring in that agency. It
has been ascertained that not a single operation was performed in these
agencies on any of the inhabitants of the villages, who seem to prefer their
own methods of inoculation.

15. In this statement is shown the number of persons primarily
vaccinated and the number of those persons who
were successfully vaccinated in each of the years from
1900 to 1908. It will be seen from the figures exhibited that the results
continue to be satisfactory.

Inspections made by the officers
of the department.

16. The total number of vaccine operations was 90,855 against 91,893
in the preceding year and 100,866 in 1905-06. Civil
Surgeons inspected 5,026 operations, of which 97.48
primary and 90.09 secondary were found successful. With reference to the
remarks made by me in paragraph 17 of the Annual Vaccination Report for
1905-06, it will be noted there has been a further falling off in inspections by
Civil Surgeons. The inspection work done by Divisional Inspectors and
Superintendents of Vaccination as compared with the two previous years was
as follows :—

The percentage of cases found successful of the total number inspected
by Divisional Inspectors was 98.52 primary and 82.29 secondary and that by
Superintendents 98.54 primary and 89.10 secondary. These results show that
the work done by vcccinators has been satisfactory and that their work was
properly supervised by Superintendents. The percentage of inspections by
Divisional Inspectors of the total number vaccinated was less during the year
under report than in either of the two preceding years. More inspection
work by them will be insisted on in future.

Appennix A.

17. In the towns of Buffa and Lakki, there were 192 and 105 infants
under one year of age available for vaccination, i.e.
after deducting the number of those who died
during: the year. Of these, 128 and 55, respectively.,
were successfully vaccinated. In the former, the Vaccination Act was brought
in force on the 21st May 1906, and the provisions of the Act should have been
enforced in respect to the infants that were not protected from small-pox.
The latter has not as yet been brought under the Act and the matter will
again be urged on the Deputy Commissioner, Bannu.

Appendix B.

18. The number of deaths from small-pox have been lower than in
the preceding year but higher than that in the year
1905-06. The large number of deaths from small-
pox in the Mardan Sub-Division is explained partly
by the fact of there having been a severe epidemic of
measles, which prevented a number of children being brought forward for
vaccination, and partly I think to the fact that many deaths from measles
were probably recorded as due to small-pox, a severe case of the former being
often mistaken for the latter by ignorant people.

It is satisfactory to note that no deaths from the disease have occurred
in the Bannu District within the past four years.

19. Animal lymph was used in 24,262 primary operations and 4,478
re-vaccinations with a percentage of success in the
former of 95.78 and 87.03 of the latter, the results
obtained being more satisfactory than in the two preceding years.
