Successful primary vaccinations
in different districts. (Statement
I.)

8. Out of the 48 districts, 36 show an increase in the number of successful
primary vaccinations in 1916-17, as compared with
1915-16, 28 as compared with 1914-15 and 24 as
compared with both the years taken together. Out of
the 36 districts, Rae Bareli showed a material increase of 3,931, followed by Hardoi
with 3,635, Jhansi with 3,331, Sitapur with 3,324, Bareilly with 2,731, Mirzapur
with 2,429, Garhwal with 2,279 and Meerut with 2,198. Among the remaining 12
districts showing a falling-off are Jaunpur with a decrease of 4,420, Gorakhpur with
3,440, Almora with 2,428, Shahjahanpur with 1,515, Dehra Dun with 1,394 and
Sultanpur with 1,293. The decrease in Jaunpur district is said to be due to the
reduction of three district board vaccinators. In Gorakhpur the fall is accounted for
by the low birth-rate and the deputation of some 20 vaccinators on cholera duty
during the months of October and November, 1916. In Almora the decrease is
explained by the prevalence of measles among children during the vaccination
season ; in Shahjahanpur it is attributed to (a) the slackness on the part of some
of the vaccinators, (b) the fact that no vaccination work was done in April, 1916,
while the vaccination was continued during the corresponding period in 1915, and
in Dehra Dun it is ascribed to (a) the appointment of apprentices in place of
vaccinators, who had either died, been transferred or granted leave and (b) the
epidemic of measles amongst children. As regards Sultanpur, unsatisfactory
reasons such as the illness of the assistant superintendent of vaccination and the
transfer of vaccinators from their own circles, have been advanced to explain
the decrease.

9. The proportion of persons successfully vaccinated per 1,000 of population
in 1916-17 was in 26 districts above, and in 22 below,
the provincial average (33.44). As compared to last
year it was in excess in 35 districts of the province.

Of the districts highly protected against small-pox, Garhwal as usual stands
first with 75.71 against 75.39 in 1915-16 and 77.15 in 1914.15. Almora comes
next with 68.17 against 68.98 and 63.65, followed by Hamirpur with 46.03, 45.38,
and 46.96, Jalaun with 42.73, 41.96, and 40.92 and Naini Tal with 42.71,
47.04 and 59.16 in 1916-17, 1915-16 and 1914-15 respectively. The average
annual number of persons successfully vaccinated and the average annual death-
rate from small-pox per mille of population during the five years previous
to 1916-17 in the above districts were Garhwal 71.55 and .02, Almora 58.81 and
.07, Naini Tal 57.16 and .08, Hamirpur 46.05 and .24 and Jalaun 40.00 and .07.

The districts showing a low degree of protection against small-pox are Sul-
tanpur with 23.07, 24.43 and 24.74, Bara Banki with 23.17, 23.11 and 22.88, Unao
with 26.71, 26.21 and 26.27 and Partabgarh with 26.79, 26.80 and 29.32 in
