APPENDIX XXXII.
Circular No. 6V.D., dated Belgatchia, the 29th December 1897.

To—All District Officers.
I HAVE the honour to inform you that very considerable difficulty occurs in obtaining
in this office early reports of outbreaks of infectious disease in cattle. In some instances
outbreaks, though serious, have not been reported at all.
2. In Government Circular No. 4 Agriculture, dated the 6th February 1895, to District
Officers it is stated that "on the occurrence of any serious epidemic outbreak in any locality,
you will be good enough to report direct, and, if necessary, by telegraph, to the Superin-
tendent, Civil Veterinary Department, Bengal, at Belgatchia, furnishing at the same time
a copy of your report to Government without delay," and in Resolution No. 2252 of 27th
July 1897, paragraph 5, the following remark will be found :—"It is essential that the
Veterinary Department should receive the earliest and most accurate information possible of
their occurrence. His Honour trusts that the current year will show a considerable improve-
ment in this respect." I am sorry to state that the hopes I founded upon these remarks have
not been fulfilled. This is the more to be regretted, as the increased number of Veterinary
Assistants renders it possible to detail one to advise the people whenever required.
3. The chief cause of non-reporting of contagious cattle disease appears to be inability
to decide when it is and when it is not serious, but it should be clearly understood that any
outbreak of contagious cattle disease is serious enough to be reported, because no one knows
how far it may spread.
4. The cause of delay in reporting may be found in the various offices through which
information percolates on its way from the village chaukidars to Calcutta.
