the ekka stands of the town and the cart bullocks at different
places. The work of this inspector has been very satisfactory.

119. Including the work done by the veterinary assistant
surgeons in districts, altogether 1,361 cases of cruelty were either
seized or sent up for trial out of which 1,190 ended in convictions,
as compared with 1,438 cases and 957 convictions in 1930-31.

                              CHAPTER X

          ROYAL COMMISSION ON AGRICULTURE.

120. Progress made by the department in giving effect to
the Commission's recommendations.

(1)   Diseases of livestock and their control.—(a) Serum
simultaneous method of inoculation against rinderpest.
—As shown
in a previous paragraph, this method was adopted as an experi-
mental measure in a rural area, viz., at Patrapara in Puri
district, at the headquarters of Kanika Raj, in Cuttack
municipality, and also at the Patna Cattle Breeding Farm.

(b)   Compulsory inoculation.—-Nothing could be done in this
respect as the time was inopportune and the rural population
uneducated.

(c)   Increased provision of veterinary hospitals and
dispensaries.
—As reported in the previous year, this department
stands badly in need of an increase in the number of veterinary
assistant surgeons, especially touring assistants, but owing to
financial stringency no new post could be created, on the
contrary one post was abolished during the year. If the
veterinary college is to have any utility apart from its academical
importance, funds should be made available in the near future
to strengthen the staff of touring veterinary assistant surgeons.

(2)   Training of veterinary surgeons and assistant surgeons.
The proposals for starting a post-graduate training class at the
Bihar and Orissa Veterinary College, Patna, was approved during
the year.

(3)  Research work in the Provincial Veterinary College.—
Research work on various livestock diseases is being conducted
in the College Research Laboratory. A scheme for the appoint-
ment of a Disease Investigation Officer out of a grant of the
Imperial Council of Agricultural Research for five years was
approved by Government.

(4)  Control of livestock improvement and castration.—For
progress on these items a reference may he made to paragraphs
86, 87 and 88 of the report.
