72 APPENDIX.
42. The Head Teachers shall obtain by means of Pass-Books
from the Treasurer all the Books and other materials required
and provided for the Schools, and they shall not only send these
Pass-Books along with separate order lists, but they shall also
keep detailed accounts of the supplies furnished to them under
their proper dates, which accounts shall be submitted to the
Inspector for examination whenever required, and at least once
every half-year.
43. The Head Teachers shall not only have full discretionary
power regarding the arrangements and general management of
the Schools, but shall be expected specially to attend to the
cleanliness and proper deportment of the Pupils, and to employ
every means to promote good order in every department. They
shall see that the property is not damaged, and shall report to
the Superintendent' of Works in writing all breakages and
damage to furniture or building so soon as observed. They
shall also see that the Books, Stationery, and other educational
apparatus are kept in proper condition, and that no waste of
any kind is allowed either by the Scholars or Assistant or
Pupil Teachers.
44. The Head Teachers shall see that their respective
Schools and all the conveniences are kept at all times properly
clean and ventilated ; and they shall report to the Superin-
tendent of Works if the Cleaners have not attended to their
duties in the cleaning or ventilation of the Schools, as provided
for in Article 95.
45. The staff of Assistant and Pupil Teachers for each
School shall be fixed and determined by the Education Com-
mittee from time to time as circumstances may seem to them to
require this to be done.
46. All Assistants shall be elected by, and shall hold their
appointment during the pleasure of, the Governors or their
Education Committee.
47. The Assistants shall be under the direction of the Head
Master as to their time and their work, as already specified (see
Art. 36). They shall devote themselves^anxiously to the daily
preparation of the several subjects on which they require to
examine the Classes.
