in any
way with the kicker or with any opponent.
When the ball has been kicked any opponent who has complied
with Law
24
(d) may play the ball, but a player who has not retired
to the ten yards line, may enter the game only under the same
conditions as if Law i 9
(2)
(a) applied to him. No loitering by
the offending players may be tolerated as they are bound to retire
to the ten yards line as quickly as possible.
If the ball has been kicked and is then knocked on the ensuing
scrummage should be formed at the place where the knock-on
took place, subject to Law 33•
If the kicker is taking a kick at goal, all players of the opposing
team must remain passive from the time the kicker commences
his run until the kick has been taken.
If the kicker takes a drop kick and a goal results, the goal stands
even though the kicker has not indicated to the Referee an intention
to kick at goal.
The indication of intention to kick at goal may be given either
orally or by any action of the kicker which conveys such an in-
tention, e.g., by commencing to make a hole for a place kick. The
Referee may ask the kicker to state his intention.
If a second kick is awarded by the Referee on account of an
infringement by the opposing team (e.g., for failure to retire or
other interference) the mark for that second kick shall be io yards
in front of the original mark or on the goal-line, whichever is the
nearer. If there is an infringement by the opposing team in
connection with the second kick, the mark for the ensuing penalty
shall be zo yards in front of the second mark, and so on in the event
of any further infringements by the opposing team. A second or
subsequent kick need not be the same type of kick as that taken
in the first instance, and it may be taken by any player of the non-
offending team.
Where the mark for the second or subsequent kick is on the
goal line and the non-offending team elects to take a scrummage
instead of a kick, the scrummage should be formed in the field
of play as nearly as practicable to the goal line, i.e., the line of feet
of the players in the front row of the defending team should be
in the field of play.
If notwithstanding a prior infringement by the opposing team,
a goal is kicked, the goal should be awarded instead of a further
penalty kick.

The Referee should not award a further penalty if he is satisfied
that the offence has been deliberately contrived by the non-offending
team. In such cases he should order a scrummage at the mark.
