—Drop Out
If a player of the opposing team remains beyond or crosses the

yards line for the purpose of delaying or interfering with the
player who is about to drop out, the Referee should award a penalty
under Law
34 (c).
The provision of (d) of this Law is subject to Law
34 (c)

—Free Kick
If the charge is disallowed or a second kick awarded, the kicker
may alter the type of kick.
If the Referee blows his whistle when a fair-catch has been
made, a free kick must be taken, even if the mark is in In-goal
unless an opponent unfairly charges the catcher, in which case,
if in the field-of-play, a penalty kick shall be substituted, or if in
In-goal a Touch-down allowed.
If the mark is in In-goal it shall be deemed to have been made
on the goal line. In the case.of a kick being taken from behind the
goal line the ball is in play if an opponent legitimately plays it before
it crosses the goal line, and a try may be scored.
The Referee should note that in the case of a drop kick, or punt,
the kicker has no second chance. He may not feint to kick and
then draw back. Once he makes any movement to kick, the
opponents may charge.

—Place Kick at Goal after a Try
If a player in taking a place kick at goal, kicks the ball from the
placer's hands without the ball being on the ground, the kick is
void, and no second kick is allowed.
If an intending kicker under Law
23
handles the ball in contact
with the ground for a kick at goal, the Referee should disallow the
kick even though " no-charge has been given."
If the Referee whistles for no-charge as the kick is in the act
of being taken, and a goal results, it should stand, but if not, the
kicker should have another kick under the original conditions
without the charge.
The Referee should see that the opposing players do not gradually
creep up, and that they have both feet behind the mark or goal
line, otherwise he should disallow the charge.
Shouting by the defending team during a kick at goal should
be treated as " misconduct," and if no goal is scored, another
kick should be allowed without the charge.
When another kick is allowed for any reason, all the original
preliminaries may be retaken but in no circumstances is the kicker
under Law
23
allowed to touch the ball when it is in contact with
the ground while it is being placed or has been placed for the kick.

Penalty Kick
When the Referee has indicated the mark, the penalty kick may
be taken at
once
provided all of the kicker's team are behind him.
The kicker need not wait until all of the opposing team have
retired to the line defined in Law
