The taking of the free-throw must not be interfered with.
If he so wishes, the player who is awarded a free-throw
may dribble the ball. As soon. as he throws the ball in front
of him, he may be tackled. In the meantime all players
are allowed to change position. All decisions of the referee
on questions of fact are final. His interpretation of the rules
must be obeyed during-the game.

For the words " he may be tackled," substitute
"
it is in
play."
The referee may refrain from declaring a foul if, in his opinion,
such action would be an advantage to the offending team ;
he may alter his decision providing he does so before the
ball is again in play, and he has power to order from the
water any player for misconduct or disobeying his authority,
and should such player refuse to leave. the water when so
ordered, the game must be stopped.
He has .also power to stop the game if, in his opinion, the
conduct of the players or spectators or other circumstances
prevent it being brought to a proper conclusion.

Ruling
If the game
has
to be stopped, the referee must submit a
report to the competent authority.
(b) The timekeeper must be fully acquainted with the rules
and be provided with a water-polo stop-watch and shrill
whistle ; his duty is to record on the-watch the exact period
of actual play, as stated in Rule S. He must notify half-
time and time by whistle, independently of the referee.
His signal takes immediate effect.
(c) The goal-judges take up
a
position opposite the referee
and they must mutually agree upon ends. They must stand
directly level with the goal-line and stay there for the
whole match. Their duties are to signal with the white
flag for a goal-throw (see Rule 13), with the red flag for a
corner-throw (see Rule
14),
with both flags for a goal (see
Rule
12).
They shall be responsible to the referee for the
correct score of each team at their respective ends.

Time
8. The duration of a game shall be 3O.minutes, in two periods
of 15 minutes. The teams shall change ends at half-time, for which
5 minutes' interval shall be allowed.
Time shall count from the referee's starting signal. At all signals
for any of the following stoppages, the watch must be stopped,
until the play is resumed :
When the ball goes outside the field of play.
When a goal is scored.
When the play
is
stopped in cases which, in the opinion of the
referee, is contrary to the normal course of the play, e.g.,
broken fixtures and requisites, accidents, etc.
