The Ball
4. The ball must be leather—or rubber—covered, round and
fully inflated and with an air chamber with a self-closing valve.
The circumference must not be less than o.68 m. and not surpass
0.71 m. ; it must be waterproof and may not have external strap-
pings ; .it may not be covered with grease or any other inconvenient
substance. The weight of the ball must be at least 400 grammes
and may not exceed 450 grammes (or one English lb.).
For inter-nations matches, the use of a rubber ball, with a circum-
ference of 68.71 cm., and a weight Of 400-450 grammes, is allowed.

Flags
5. The referee must be provided with one stick with a white
flag on one end and a dark blue flag on the other end ; each goal-
judge with a red and white flag.

Officials
7. The officials shall consist of a referee, time-keeper and two
goal-judges, with duties and powers as stated below :
(a) The referee is in absolute control of the game, and his
authority extends until he leaves the precincts of the bath
after the match. -He must be provided with a shrill whistle
by which he starts the game ; he must declare all goals,
goal-throws, corner-throws (whether signalled by the goal-
judge or not) and all infringements of the rules. With
him rests the decision on all these points. Every infringe-
ment of the rules must be signalled by the referee by whistle.
The player who is awarded a throw must bring back the ball
