By the " Education (Scotland) Act, 1872," the educational
system of Scotland has been greatly remodelled. In every
parish or "school district" in Scotland, a School Board has
been established, consisting of fit and proper men chosen
from and elected by the qualified householders — i.e., owners
and occupiers of lands, &c., of £4 and upwards annual value —
and whose tenure of office is for three years. As to powers,
the School Board supersedes the heritors and ministers in all
powers, obligations, and duties vested in or incumbent on
them in regard to parish schools ; also supersedes town
councils in all powers and duties vested in them in regard to
burgh schools. As to duties, the School Board has to supply
any deficiency of public school accommodation in any parish
or burgh ; become vested in all public schools, whether
existing at passing of the Act or subsequently established ;
and to maintain and keep efficient every school under their
management. The School Board may accept of transference
of existing denominational or subscription schools, with
consent of Education Board of Scotland. But out of sight
the most important desideratum supplied by the Education
Act is that afi'orded by the " compulsoty clause," whereby
the School Board is empowered to require that all children
between the ages of 5 and 13 be sent to school To meet the
expenditure attendant upon the proper working of the Act,
the School Board is also empowered to cause to be imposed a
*' school rate," which shall meet such expenditure.
Such are the leading features of the Scotch Education Act;
and it now remains for us to come to local matters, and to
give a list of the members and other information as to the several
SCHOOL BOARDS of the COUNTY.

The Board meets on the first Monday of each month — or
oftener as occasion requires — in the Burgh Chambers at three
o'clock afternoon.
