APPENDIX.
oth-, No book packet may contain anything which is sealed or other-
wise closed against inspection ; nor must there be any letter,
nor any communication of the nature of a letter, whether sepa-
rate or otherwise, unless the whole of such letter or communi-
cation be printed. Entries, however, merely stating who
sends the book, &c, or to whom it is given, are not regarded
as a letter. Indeed, as respects the name and address of the
sender, not only is the writing permitted but recommended ;
so that if the cover come off, or for any other reason the pack-
et cannot be forwarded, it may be returned.
6th. No book must exceed two feet in length, width, or depth ; and
if any such packet be presented at a Post Office it will not be
received.
7th. Any packet which shall not be open at the ends or sides, or
shall have any written letter, or any communication of the
nature of a letter written in it, or upon its cover, will be
charged with the "unpaid" letter postage.
8th. If a packet be found to contain any written letter, whether
closed or open, or any enclosure sealed or otherwise closed
against inspection, or any other unauthorised enclosure, the
letter or enclosure will be taken out and forwarded to the
address on the packet, charged with the full postage as an un-
paid letter, together with an additional rate ; and the remain-
der of the packet, if duly prepaid with stamps, will then be
forwarded to its address.
9th. If a packet be not sufficiently prepaid with stamps, but never-
theless bear a stamp of the value of one rate, it is forwarded,
charged with the deficient book-postage, together with an ad-
ditional rate ; but any packet which bears no postage stamp is
charged with the "unpaid" letter postage.
10th. In every case in which the postage chargeable under these
regulations is greater than the letter rate, the latter postage is
substituted.
POSTAGE STAMPS
Every Postmaster is required to have on hand a sufficient stock
of postage labels and embossed penny envelopes, and to sell them
to the. Public at the following prices : —
Postage Labels,
Penny Labels, . Id each. (Sixpenny Labels, 6d each'
Twopenny do., . 2d each. Ninepenny do., . 9d each.
Fourpenny do., . 4d each. Shilling do., . Is each.
Postage Stamps are bought at this office, if in stripes of at least
two, at a discount of Two and a Half per cent.
