proof against the delinquents.
For the expense of this supervising Esta-
blishment the Railway Company make no charge;
— their Inspectors register the -weight and qua-
lity of the Coal, and the name of the carter,
and the)' watch the conduct of the carter as he
passes along the streets — all gratis.
RULES.
1st, Never receive Coals without the Inspec-
tor's certificate stamp of weight and quality —
a fac-simile of which is given below, as stamped
in red colour on each invoice accompanying
coal that is correct in weight and in quality.
2dly, Attend to the hour of departure
marked on the invoice, and if the carter appears
to have been more time than necessary, reject
his coals.
3dly, Never allow the certificate to be kept
and carried away by the cai-ter ; but let it be
destroyed, or inclosed back to the Manager or
the Inspector if it has any appearance of being
a forgery.
4thly, If Coals appear, on delivery, to be
of a different quality from what were ordered,
a competent person shall be sent to inspect
them, on application being made to the Inspec-
tor.
