of every proposal for a loan, is first carefully ascertained and certi-
fied both by the Company's Appraisers and Inspector. As in the
generality of cases the amount lent is not more than one-third of
the value of the property, it will be manifest that the Debenture-
holders possess most ample and substantial security.
