CONDITIONS ON WHICH BOOKS ARE FORWARDED AT THE
ABOVE RATES.
The postage must be fully prepaid, by means of postage stamps affixed.
Every packet must either have no cover, or a cover open at the ends. It
may contain any number of separate books or other publications, prints, or
maps, and any quantity of paper, parchment, or vellum, either printed,
written, plain, or any mixture of the three; together with whatever is ne-
cessary for the safe transmission of literary matter, or usually appertains
thereto, to the exclusion of letters or any enclosure sealed or otherwise closed
egainst inspection, or any communication of the nature of a letter written
in any such packet, or on its cover. Entries, however, merely stating who
sends the book, &c, or to whom it is given, are not regarded as a letter.
If a packet be not sufficiently prepaid with stamps, but nevertheless bear
stamp of the value of one rate (Id), it is forwarded, charged with the de-
ficient book postage, together with an additional rate of a penny ; but any
packet which bears no postage stamp is charged with double the book postage.
INLAND PATTERN AND SAMPLE POST.
For a packet of patterns or samples,

The Postage must be prepaid by means of postage stamps.
No packet must exceed two feet in length or one foot in width and depth,
or 24. oz. in weight.
There mustbe no writing or printing, other than the name of the person
for whom the packet is intended, the address of the sender, a trade mark,
numbers, and the prices of the articles.
The Patterns must be sent in covers open at the ends. Samples, however,
of seeds, drugs, &c, may be enclosed in boxes, or bags of linen or other
materials, fastened so as to be readily opened.
If a packet of patterns or samples be posted altogether unpaid, it will
be charged with double postage, and if insufficiently prepaid, it will be
charged with the amount of the deficiency, and auadditional rate of twopence.
Patterns and samples can be sent at the rates inserted in the Table of
Colonial and Foreign postage to such places as are marked with the letter P.
A packet of Patterns sent to Portugal, Maderia, the Azores, Cape do
Verde, France, or Turkey, Syria, or Egypt, by French Packet, must not
exceed 18 inches in length, width, or depth, and a packet sent to any of the
other countries must not exceed 24 inches in length, or 12 inches in width or
depth.
A packet of Patterns sent to Germany, R'.iSbia. or Belgium must not ex B
ceed 8 ounces in weight.
