Stamps may be, procured at the General Office, Market Street, the Stamp
Office, and the several Receiving houses.
When the value of Stamps on a letter is less than the amount of the
postage to which it is liable, the letter will he charged double the amount
of such difference on delivery.
Stamps may be used for Foreign, Colonial, and Ship Letters, outwards.
