pencil only), it becomes liable to the same treatment as any other
letter which is marked registered and found in the letter box ;
and must be subcharged with a registration fee of 8d 7ninus the
value of any stamps already fixed for the registration.
4. Notices of removal, and applications for letters to be re-
directed, must in all cases be duly signed by the persons to whom
the letters are addressed, and in provincial towns they must be
sent to the local Postmaster. Printed forms of notice can be ob-
tained at any Head or Branch Office, or from the Postman of the
walk ; and when filled up and signed, they should be given to the
Postmaster of the District or to the Postman ; but owing to the
frequent removals which take place in the Metropolitan district,
it is desirable, for the prevention of mistakes, that persons who
are about to change their residence should inform their corres-
pondents beforehand of their intention, so that their letters may
be directed in the first instance to their new address.
5. A Postmaster is not boiind to re-direct for a person tempor-
arily leaving his home, and not having a private bag or box, un-
less the house be left uninhabited.
ADDRESSES TO THE QUEEN AND PETITIONS
TO PARLIAMENT.
Petitions and addresses to Her Majesty, forwarded direct, are
exempt from postage, and such petitions and addresses, as also
petitions to either House of Parliament, if sent to a Member of
either House, are likewise exempt, provided they do not weigh
nvre than two pounds, and are without covers, or are in covers
open at the ends. No letter or other enclosure, however, must
be inserted, and if one be found, such enclosure, unless it bears
the proper number of postage stamps, will be charged as an
unpaid letter.
INLAND NEWSPAPERS.
For each inland newspaper, whether posted singly or in a
packet, the postage when prepaid is one halfpenny ; but a packet
containing two or more registered newspapers is not chargeable
with a higher rate of postage than would be chargeable for a
book packet of the same weight, viz. , one halfpenny for every 2
oz., or part of that weight.
A newspaper posted unpaid, or a packet of newspapers posted
either unpaid or insufficiently paid, is treated as an unpaid or
insufficiently paid book packet of the same weight.
The Newspaper Wrappers are sold at 10 for 5|d.
