APPENDIX.
Postmaster-General, and have been placed on a Eegister at
the General Post Office ; i from which it is liable to be re-
moved, either through the non-renewal of the registration
year by year, or in consequence of any change which may
deprive it of the characteristics of a Newspaper.
Registration for inland circulation includes registration
for transmission abroad.
2nd. It must be printed and published in the United Kingdom,
must be published in numbers at intervals of not more than
seven days, and must be printed on a sheet or sheets un-
stitched.
3rd. The full title and date of publication must be printed at the
top of the first page, and the whole or part of the title and
the date of publication at the top of every subsequent page;
and this regulation applies to " Tables of Contents " and
"Indices."
'4th. A supplement must be unstitched, must in every case be pub-
lished with the Newspaper, and must have the title and
date of publication of the Newspaper printed at the top of
every page ; or, if it consist of engravings, prints, or litho-
graphs, at the top of sheet or side.
5th. For each Newspaper whether posted singly or in a packet, the
postage, when prepaid, is one half-penny ; but a packet con-
taining two or more registered newspapers is not chargeable
with a higher rate of postage than would be chargeable on a
book packet of the same weight, viz., one halfpenny for
every 2 oz. or fraction of 2 oz.
6Li. A newspaper posted unpaid, and a packet of newspapers
posted either unpaid or insufficiently paid, will be treated
as an unpaid or insufficiently paid book packet of the same
weight.
7th. The postage must be prepaid either by an adhesive stamp or
by the use of a stamped wrapper.
8th. No newspaper can be sent through the post a second time for
the original postage. For each transmission a fresh postage
must be pre-paid, except that in the case of re-direction' the
amount chargeable may be collected on delivery.
9th. Every newspaper or packet of newspapers must be posted
either without a cover or in a cover entirely open at both
ends, and in such a manner as to admit of easy removal for
examination. If this rule be infringed, the newspaper or
packet will be treated as a letter.
10th. Every newspaper must be so folded as to admit of the title
being readily inspected.
11th. A newspaper whether posted singly or in a packet, which
contains any enclosure except the supplement or supplements
belonging to it, will be charged as a letter ; unless the en-
closure be such as might be sent at the Book Rate of Postage,
