POST OFFICE REGULATIONS.
packet, nor from any injury which a packet
may sustain during its transmission*
5. No letter or other packet once posted can
be withheld from despatch or delivery at the
tequest of the Sender. * m
|fe^(j. Postmasters are not bound to give change,
nor are_^they ^authorised to demand change ;
and when money is paid at a Post Office, no
question as to its right amount, goodness, or
weight can be entertained after it has been
removed from the counter.
7. Postmasters are not bound to weigh any
letters or other packets for the public.
FOREIGN AND COLONIAL MAILS.
Rates of Postage.
Letters : — To the under- mentioned British

* The address of every letter should be legible and
complete, and the last word in it should be the nanae
of the Post Town or Office of Delivery.
Note. — To facilitate the Delivery of letters, a Letter-
box should be affixed to every house door.
GENERAL CONDITIONS.
Foreign and Colonial.
Letters.
1. Letters posted unpaid, or insufficiently
prepaid, for any country to which prepayment
is compulsory, are returned to the writers.
2. Unpaid letters from British Possessions
to which penny postage applies are charged
2d. per i oz., and partially paid letters are
charged double the deficient postage within a
limit of 2d. per ^ oz. Unpaid letters from all
other places are charged 5d. per \ oz., and
partially paid letters are charged double the
deficient postage within a limit of 5d. per \ oz.
On unpaid and partially paid letters for
places abroad double the deficiency is charge-
able on delivery.
3. No letter for a Colony or Foreign Country
may exceed 2 feet in length or 1 foot in width
or depth.
4. The addresses of letters for Russia should
be very plainly written ; the name of the town,
and of the province in which it is situated,
should also be added in English, French, or
German.
5. To a few countries exceptional conditions
apply, such as compulsory prepayment of
postage, the collection of an additional charge
on delivery, or the absence of arrangements
for the complete or even partial registration
of letters. ^
Post Cards.
6. Official Post Cards, single and reply, are
transmissible to all parts of the world. Single
Cards are issued with impressed stamps of Id.,
and Reply Cards with impressed stamps of the
value of id. on each half.
Inland Post Cards are also transmissible
abroad if the additional postage required is
supplied by means of postage stamps affixed
to the cards.
7. Private Post Cards, bearing adhesive
stamps of the value of one penny, and private
reply cards with adhesive stamps of the value
of one penny on each half, may be sent as post
cards to places abroad, provided that they are
in conformity with the official post cards.
They must be of the same size and substance
as the offical cards, and must have the words
" Post Card " printed or written on the address
side.
Samples.
The use of the Sample Post to and from
Foreign Countries and the Colonies is intended
to be restricted to (a) bona fide trade samples
of merchandise without saleable value, and
{b) natural history specimens, dried or pre-
served animals and plants, geological specimens
and scientific specimens generally, when sent
for nc .commercial purpose. Packets con-
taining •:zous ror sale, or consigned in execution
of an order (however small the quantity), or
articles sent by one private individual to
another, which are not actually trade samples
or scientific specimens cannot be forwarded
by Sample Post.
