from Stromuess at 9,45 a.m. The distance is 30 miles.
Mails for the Shetland Islands.
7. The mails for the Shetland Islands are despatched from Aberdeen every Friday evening,
arriving at Kirkwall on Saturday, and at Lerwick on Sunday morning ; returning from Lerwick to
Aberdeen every Monday at 6 and 10 p.m. alternately, and from Kirkwall to Aberdeen every Tuesday
at 6 A.M. during the summer, from April to October. In Avinter the mails are conveyed direct
from Aberdeen to Lerwick by a sailing packet, the despatch and arrival of which are uncertain.
The distance direct is about 200 miles.
Mails for Slcye and the Hebrides.
8. The Skye mails are despatched by mail car, from Dingwall, at midnight, on Mondays,
Wednesdays, and Fridays, arriving at Broadford at 12.57 p.m., Portree at 5.46 p.m., and Dunvegan
at 10.6 P.M. The return mails, despatched from Dunvegan at 12.50 a.m., on Tuesdays, Thursdays,
and Saturdays, arrive at Dingwall at 12.46 the foUoAving mornings, in time for the south mail,
thence at 3.12 a.m.
A bag for Portree is also conveyed by steamer from Greenock, tmce a-week in summei', and
once in winter.
Mails for the Long Island are conveyed between Dunvegan, in Skye, ahd Lochmaddy, in North
Uist, three times a-week in summer, and twice a-week in winter.
Mails to and from Lewis and Harris are conveyed by steamer between Greenock and Storno-
waj'', twice a-week in summer, and once a- week in winter, leaving the former on Mondays and
Thursdays at 5.40 p.m., and the latter on Mondays and Wednesdays. In winter the despatch from
Greenock takes place oa Thursday, and from Stornoway on Monday, There is also a postal com-
munication with Lewis once a-week in winter, by sailing packet, between Stornoway and Aultbea,
on the Eoss-shire coast, when there is only one mail by steamer via, Greenock.
III.— Rates of Postage anb CoNDiTioira os Teansmission.
Inland Letters.
9. The rate of postage on aU inland letters is regulated by weight, irrespective of distance, and
(with the exceptions afterwards mentioned) is as follows : —
If paid in advance —
Letter weighing not more than A oz. . . , . Id.
„ „ more than ^ oz. but not exceeding 1 oz. . 2d.
„ „ more than 1 oz. „ „ 2 oz. . 4d.
„ „ more than 2 oz. „ „ 3 oz, . 6d.
and so on ; twopence being charged for every additional ounce.
Asa general rule, the postage, if not paid in advance, is double the foregoing; and if the pay-
ment in advance be insufficient, double the deficiency is charged. An inland letter, for example,
weighing more than half an ounce, and not exceeding one ounce, if bearing a penny stamp only,
is, on delivery, charged twopence. The unpaid additional postage on re-directed letters, however,
is not doubled, being the same as if such postage were prepaid. Unless three quarters, at least, of
the postage of a letter weighing more than 4 oz. be prepaid, the letter is not forwarded, but notice
of its detention is given to the sender, or when that is not practicable, to the person to whom the
letter is addressed.
Addresses to the Queen and Petitions to Parliament.
10. Petitions and addresses to Her Majesty, forwarded direct, are exempt from postage; and
such petitions and addresses, as also petitions to either House of Parliament, if sent to a member
of either House, are likewise exempt, provided they do not weigh more than two pounds, and are
without covers, or in covers open at the sides. No letter or other enclosure, however, must be in-
serted ; and if one be found, such enclosure, unless it bear the proper number of postage stamps,
wiU be charged as an unpaid letter. .
Newspapers and other pieriodical Puhlications hearing the Newspaper Stamp.
11. Although provision is made for forwarding newspapers, books, and money through the post,
it is not compulsory on any one to employ this mode of transmission ; everything except letters may
be sent in any other way.
All pei'iodical publications, including newspapers, published in the United Kingdom, at inter-
vals not exceeding thirty-one days, and which bear an impressed stamp or stamps denoting the
stamp duty, (of the kiad formerly confined chiefly to newspapers,} may be transmitted and re-trans-
