PUBLIC CONVEYANCES.
BYE-LAWS FOR THE REGULATION OF HACKNEY CARRIAGES AND THE
DRIVERS THEREOF.
At Glasgow, the twenty-second day of October,
Eiebteen hundred and ninety-one years, the Magis-
trates' Committee of " Police Commissioners, Glasgow, '
in virtue of the powers conferred on them by " The
Glasgow Police Act, 1866," hereby make and enact
the following Bye-laws for the Regulation of Hack-
ney Carriages, and the conduct of the Proprietors and
Drivers thereof, and ordain said Bye-laws to be
strictly observed and enforced from and after the
date of their being approved and confirmed by the
Sheriff of Lanarkshire, in terms of said Statute, and
until expressly altered.
Carriages not to he Licensed till Inspected.
No License shall be gi-anted, or afterwards re-
newed, unless the Carriage, Horse, and Harness shall
have been examined by the Chief Constable, Inspec-
tor of Hackney Carriages, or other person appointed
by the Magistrates' Committee, and reported in
writing, to the Magistrates' Committee, to have all
tte requisites and to be in a fit state to be licensed.
No caiTiage will be licensed unless it be provided with
Lamps, and have Roof, Springs, Wheels, Cushions,
Linings, Panels, Doors, and Windows clean and m
good Repair, and the Steps of entry safe and conven-
ient, and that Skin, Rope, or Coir Mats, or other
matting equally comfortable, are provided for Passen-
gers' feet.
Owner's Name to he Painted on Carriage.
The name of the Owner of each Carriage shall be
painted in a straight line on the outside of each door,
immediately under the window, in Roman Letters not
less than one inch in height, and of proportionate
breadth, in a colour conspicuously different from that of
the Carriage, and be continued legible during all the
time the Carriage shall ply or be used for hire.
Number of License to he painted or affixed
on Outside of Carrriage.
The number of the License for each Carriage shaU
be painted on the Carriage, to be affixed on
the back, and to be distinctly visible from the
outside, and in figures not less than one inch in
height, and of proportionate breadth, and be kept
legible during all the time the Carnage shall ply or
be used for hire.
Licenses to he numbered Consecutively and
Duplicate signed by the Registrar.
The Licenses shall be numbered consecutively, in
the order in which the same shall have been regis-
tered ; and each Owner, at the time of receiving his
License, shall be furnished with a Duplicate of such
License, signed by the Registrai-.
When Carriages cease to ply.
Whenever a Licensed Carriage ceases to ply, the
Proprietor thereof shall give intimation immediately
to the Registrar, Central Police Buildings, and shall
return the License to him, provided the repairs are
not finished within one week. Whenever a Licensed
Carriage is sold by the Proprietor in whose name the
License has been granted, or otherwise ceases to be
his property, the License *ill lapse and become null
and void.
Carriages to he in readiness.
The Owner of each Licensed Carriage shall have
the same ready for hire at one of the Public Stands
from Nine o'clock in the morning until Eleven o'clock
at night, unless when engaged. And when within
their respective yards, coach-houses, or stables, shall
turn out for hire as soon as practicable, or can be
done without injury to his servants or horses, after
being called upon, between Eleven o'clock at night
and Nine in the morning.
Carriages let out for Hire at other places, or
met with, if not engaged.
All Carriages let out on any station or place for
hire shall be subject to the Stand Rules ; as also
Carriages when met with if not at the time actually
engaged.
Carriages to tahe their places on Stands in the
order of their arrival.
All Carriages shall take their station on the
Street Stands in the order of their arrival, and at
such distance from each other as that persons walk-
ing may conveniently pass' between them ; and when
any Can-iage shall be called or driven off any
Stand, the Carriage immediately behind shall draw
up to the place vacated, and any other Carriage be-
hind in the like order, and when a vacancy shall occur
at the lower end of the line, it may be taken up by
the first Carriage from the next division of the Stand,
or if the first shall not be driven to it, then by the
second, and so on in the order of the line. After
setting down a fare, the Carriage may proceed to the
nearest stand at which there is room.
Arrangement of Carriages at places of Public
Amusement and Assembly.
All Carriages ordered back for a party, at any
place of public amusement or assembly, shall have
the preference of drawing up nearest to the door or
entrance of such place, and shall drive up in the order
in which they arrive. When a party is put down
the Driver shall immediately pass on and not wait
at the door, but take such place as the Police may
direct ; and all Carriages waiting for hire at any such
place shall stand on the opposite side of the street, or
at such other place as the Police may on such occa-
sions direct, for the purpose of preventing confusion.
DRIVERS.
Every Driver shall, when he receives his License,
be furnished with a Badge by the Registrar,
and shall leave Half-a-Crown as security for the
Badge, which sum will be returned when the Badge
is given up. In the event of the Badge being in-
jured while in possession of the Driver, the expenses
of any necessary repairs will be deducted from the
sum deposited.
He shall wear the Badge displayed conspicn-
ously on his left breast above his outer garment,
while on the stand or di'iving, or otherwise employed
as a Driver, except when engaged at a marriage, or
funeral, or country excursion, or airing, when he may
wear his Badge concealed.
