FOREIGN TELEGBAMS.
Foreign telegrams are divided into two kinds —
telegrams in plain language and telegrams in
secret language. Those in plain language are
composed of words, figures, and letters conveying
an intelligible meaning. Those in secret lan-
guage are divided into two classes, viz. code and
cypher.
Code telegrams are those composed of words,
the context of which has no intelligible meaning.
Proper names are not allowed in the text of code
telegrams, except in their natural sense ; words
of more than ten letters are not allowed. Only
English, French, German, Italian, Spanish, Portu-
guese, Dutch, and Latin may be employed; but
words of any or all of these languages are allowed
in the same telegram.
Cypher telegrams are those containing series or
groups of figures having a secret meaning. Tele-
grams consisting of groups of letters are not
accepted, but groups of letters denoting com-
mercial marks are allowed, and charged for as
The address of the telegram must be paid for,
and must not consist of less than two words, a
name and town. Example : Hercules, Bombay.
The address of the sender is charged for, if
transmitted; in any case, it must be written at
the foot of the form.
In telegrams written in plain language the length
allowed for a word is 1.5 letters ; any additional
letters are charged for at the rate of 15 letters to
the word.
Every separate letter or figure is charged for as
a word. In Eiiropean telegrams, every group of
five figures or letters is counted as a word, larger
groups being counted at the rate of five to a word,
plus one word for any excess. In Extra-European
telegrams, groups of figures are counted at the
rate of three to a word, plus one word for any
excess. Bars of division, decimal points, and stops
used in the formation of numbers are counted
as figures. Letters added to figures to form
ordinal numbers are counted as figures.
Ordinary compound words and names written
without break are counted as single words. If
joined by a hyphen, or separated by an apostrophe
or other sign of punctuation, they are counted as
so many separate words. Compound numbers
written in words and without break are also
counted as single words, and limited as in the
case of letters. The name of the place and country
of designation in the addresses of telegrams are
charged for as one word each, when so written
by the sender, whatever their length.
A telegram addressed to several persons in the
same town, or to the same firm at different
localities in the same town, is charged for as a
single telegram, and a sum of .5d. must be prepaid
for every extra copy to be delivered if the number
of chargeable words does not exceed 100; an
additional sum of od. being charged for every
additional 100 words or part of 100 words. In
calculating the charge, all the names and addresses
are included ; but telegrams of this kind are not
accepted for transmission by the routes of the
North Atlantic cable companies.
Telegrams may be sent from one place to another
abroad by post. If the telegram be intended for
delivery in the same country no charge for postage
is made. If intended for delivery in another
country and has to be forwarded over sea, a charge
for postage is collected ; and if the telegram is to
be posted as a registered letter a fee of 5d. is col-
lected from the sender.
