There is no limit to the weight of paid letters, but unpaid letters must not exceed
four ounces ; any letter posted above that weight unpaid shall be detained, opened, and
charged double the prepaid rate, and, at the option of the Postmaster-General, shall be
either returned to the sender, or given to the person to whom it is addressed.
LIMITATION OF SIZE.
A letter, to pass by the post, either paid or unpaid, must not exceed the dimensions
of twenty-four inches in length or breadth. Any letter above those dimensions may,
if fully paid, be detained and opened, or forwarded at the option of the Postmaster-
General. The only exceptions to the above regulations as to size and weight of letters,
are petitions or addresses to her Majesty, and petitions to either House of Parliament,
addressed to Members, which go free under 32 oz. weight- — letters or packets to or from
the public departments or public officers on her Majesty's service — letters to or from
places abroad.
ADHESIVE STAMPS AND ENVELOPES.
Letters enclosed in stamped covers, or having stamps affixed to them, the stamps in
every such case being equal to the rates of postage chargeable on such letters, will
pass free of all other postage charge, in whatever part of the United Kingdom they may
be posted. *"
In those cases where the value of the stamps on the letter is less than the amount
of postage to which it is properly liable, the letter will be charged double the amount of
such deficiency on delivery. The same rule applies to letters under-paid in money.
Adhesive stamps should be placed on the front of the letter, and upon the right-hand
corner of the upper side ; and care should be taken that they firmly adhere to the let-
ter. The better method is to wet the letter, not the stamp.
