Any party shall be entitled to withold payment of the Fare : When the
Name and Number are not painted outside, or when there is no card or plate
inside the carriage in terms of the Bye-Laws. When the Reference Ticket is
not offered on being asked for. When the Bye-Laws, Table of Fares, and
Driver's License, are not shown on demand ; and when an Overcharge is made.
Persons contravening any of the Bye-Laws to be liable (except in special cases
where other penalties are stipulated) in a penalty not exceeding Five Pounds
for each offence, but with power to the Judge to remit the whole penalty.
