depth ; and if any such packet be presented at a post-office it will
not be received.
7th, Any packet which shall not be open at the ends or sides, or
shall have any letter or any communication of the nature of a
letter written in it, or upon its cover, will be charged with the
" unpaid" letter postage.
8th, If a packet be found to contain any letter not wholly printed,
whether closed or open, or any enclosure sealed or otherwise
closed against inspection, or any other unauthorised enclosure,
the letter or enclosure will be taken out and forwarded to the
address on the packet, charged with the full postage, as an unpaid
letter, together with an additional rate ; and the remainder of the
packet, if duly prepaid with stamps, will then be forwarded to
its address.
9th, If a packet be not sufficiently prepaid with stamps, but never-
theless bear a stamp of the value of one rate, it is forwarded,
charged with the deficient book-postage, together with an
additional rate ; but any packet which bears no postage stamp is
charged with double the book postage.
10th, In every case in which the postage chargeable under these
regulations is greater than the letter rate, the latter postage is
substituted.
COLONIAL AND FOREIGN BOOK POST.
Except that the rates of postage are higher, and that at present all
books for places abroad, when posted unpaid, are subject to letter
rate of postage, books can be sent to all British colonies, and to
those foreign countries indicated in the table of Colonial and Foreign
postage at page 64, on the same conditions as those of the Inland
Book Post.
INLAND PATTERN POST.
The following are the rules of the Inland Pattern Post : —
1st, Rates of Postage —
For a packet of patterns «. d.
Weighing not more than 4 oz., , 3
„ more than 4 oz., but not more than 8 oz., ...0 6
„ more than 8 oz., „ 16 oz., ...1
„ more than 16 oz., „ 24 oz., ...1 6
2d, The postage must be prepaid by means of postage stamps.
Sd, No packet of patterns must exceed 24 oz. in weight. Any
packet exceeding that weight will be charged as a letter.
4th, The patterns must not be of intrinsic value. This rule
excludes all articles of a saleable nature, and, indeed, whatever
may have a value of its own, apart from its mere use as a pattern ;
and the quantity of any material, sent ostensibly as a pattern,
must not be so great that it can fairly be considered as having, on
this ground, an intrinsic value. Packets containing patterns of
intrinsic value will be charged as letters.
