BILLETING OF SOLDIERS.

Previous to 1837, the billeting of soldiers was extended to only six
classes of the inhabitants, viz. bakers, brewers, butchers, gardeners,
mealsellers, and spirit-dealers ; but the Council, after correspond-
ing with the public authorities in Edinburgh, Glasgow, and
Dundee, and other towns, procuring various returns from the
billet-masters, and examining the Acts of Parliament and the de-
cisions of the supreme courts upon the subject, extended the billet-
ing, by Act of Council, of date 27th March, 1837, over the whole
inhabitants generally within the city, freedom, and liberties, who
are rated in the Police books at £5 and upwards, with the exception
of ministers, professors, schoolmasters, widows, and unmarried la-
dies not in business on their own account, and paupers; and the
billeting in this city and suburbs proceeds in terms of the said Act
of Council. The billeting is levied in the order of the Wards, and
the whole city must be gone over in this way before those billeted
on in the First Ward have to pay a second time. It frequently hap-
pens, however, that the same person may be billeted on twice be-
fore the whole of the Wards are exhausted, for there does not ap
pear to be any provision made for exempting a person who has paid
a billet in the First Ward in May, from paying another should he
remove to the Second Ward in June.
