(c) denotes that prepayment is compulsory, it being in all other cases optional ;
(a) that an additional charge is made on delivery ; (in) that the Registration is
incomplete, not extending beyond Port of Ai-rival ; and (none) that no registra-
tion can be effected.
Unpaid letters are charged double the prepaid rate, and those partially jsre-
paid are charged double the deficiency.
No letter for a colony or foreign country may exceed 2 feet in length or 1
foot in width or depth. The same dimensions are allowed for packets of
books and other printed papers sent to British Colonies and Possessions and
non-union countries, but to foi-eign countries of the Postal Union the length
is limited to 18 inches.
Private Post Cards bearing adhesive Stamps of the value of one penny, and
private reply cards with adhesive stamps of the value of one penny on each
half, may be sent as post cai-ds to places abroad, jjrovided that tbey are in
conformity with the official post card.s,
