structions respecting the hours of delivery of telegrams
which they may expect to receive, registered at the
chief office of the town in which they reside, upon
payment at that office of a registration fee of one
guinea per annum.
12. If the sender of a telegram desires to prepay
a reply of 20 words, he must insert before the address
of the receiver either the words, " Reponse payee "
(reply paid), which are charged for as two words, or
" R P," which is charged for as one word ; hut if he
desires the reply to consist of more than 20 words,
he must insert the words, " Reponse mots
payee " (reply words paid), or " R P
mots," which are charged for according to the number
of words employed. In telegrams for Extra-European
Countries the sender must always insert the words,
" reply words paid " or " R P words."
In North American telegrams these instructions are
not charged for.
13. The sender of a telegram can have it repeated
from office to office to the terminal telegraph office by
paying over and above the charge for the original
transmission half that charge in addition. In that
case the words, " collationnement paye' " (repetition
paid), which are charged for as two words, or " T C,"
which is charged for as one word, must be inserted
immediately before the receiver's address. In North
American telegrams the words, " repetition paid " or
" T C," take the place of " collationnement paye,"
and no charge is made for them.
14. Eepetition is compulsory for Cypher telegrams.
15. Repetition is desirable but not compulsory for
code telegrams.
16. On payment of a charge equal to one half the
inland rate, the sender of a telegram can have it re-
peated between the office of origin and the office in
Great Britain at which it is handed over to the Cable
Company.
17. The sender of a telegram may have a notice of
the time at which his telegram was delivered trans-
mitted to him by telegraph by payment of an addi-
tional rate for 20 words, if an European telegram, or
10 words if an Extra-European telegram. In that
case the words, " accuse' de reception paye" " (acknow-
ledgment of receipt paid), ■which are charged for as
four words, or " C R," which is charged for as one
word, must be inserted before the receiver's address.
In North American telegrams the words, " acknow-
ledgment paid " or " C R," must be substituted for
"accuse de reception paye ;" the acknowledgment
of receipt is charged for as a five-word message, and
no charge is made for the instructions, " acknowledg-
ment paid " or " C R."
18. The receiver of any telegram can, within 24
hours after its delivery, request the correction of
passages which appear to him to be doubtful. For
this purpose he must pay for two separate telegrams,
viz. : — 1. A telegram requesting the repetition. 2.
A telegram calculated according to the length of the
passage to be repeated. The amount thus paid is
not refunded, even if it should prove that the tele-
gram has been inaccurately transmitted, unless at the
time of handing it in the sender paid for its repeti-
tion as described in rule 12.
19. Within a limit of three days the sender of a
telegram can request a correction to be sent if he has
reason to suppose that it has been altered in trans-
mission. For this purpose he must pay the cost of —
1. A telegram conveying the instruction with regard
to the desired correction. 2. A telegram for the re-
ply advising that the correction has been made, if he
wishes for such a reply. In Extra-European tele-
grams, the reply advising that the correction has
been made is charged for as a telegram of 10 words.
20. The receiver of a telegram addressed to a place
in the United Kingdom may have it repeated from
the office at which it was handed over by the Cable
Company to the Department on depositing the ordi-
nary inland rate for the part of the telegram of which
he requires the repetition ; and if it be found that an
error has taken place on the lines of this Department,
the amount deposited for the repetition will be refunded.
21. When the sender is not quite certain of the
exact place at which the receiver of the telegram will
be found, he may insert immediately before the ad-
dress the words " faire suivre " (to follow), which will
be charged for as two words, or " F. S. " which will
be charged for as one word. Telegrams " to follow "
are not accepted for Extra-European countries.
22. In telegrams intended to be left until called
for at Telegraph Offices or at Post Offices, the words
"Bureau restant" or " Poste restante " must be in-
serted as part of the receiver's address.
23. A telegram addressed to several persons, or to
the same firm, in different towns, is charged for as so
many separate telegrams ; except in the case of
messages to India, which may be addressed to the
same receiver in different towns at a cost only of a
single transmission as far as the most distant town,
with an additional charge of 5d. per word for every
extra address. A telegram addressed to several per-
sons in the same town, or to the same firm at different
localities in the same town, is charged for as a single
telegram, and a sum of 5d. must be prepaid for every
extra copy to be delivered, if the total length of the
original telegram does not exceed 20 words in length ;
an additional sum of 5d. being charged for every
additional 20 words or part of 20 words. In calcu-
lating the charge for the first telegram all the names
and addresses furnished are included in the number of
chargeable words. The North American Telegraph
Companies do not accept telegrams having multiple
addresses.
24. Under no circumstances is the charge for an
unrepeated ordinary or code telegram, which has
been inaccurately transmitted, refunded. The cost of
a telegram which has been inaccurately transmitted,
and of which the repetition to the terminal telegraph
office has been paid by the sender, is returned when it
is shown that the telegram was rendered useless by the
inaccuracy. The amount deposited by the receiver
of a collated telegram for its repetition from the office
of origin is returned when the second copy differs to a
considerable extent from that of the original telegram.
The cost of telegrams which have failed to reach their
destination, owing to some error on the part of the
telegraph service; and the cost of telegrams which
have been delayed beyond two days in the case of
European, and beyond six days in the case of Extra-
European telegrams, from other causes than an inter-
ruption of the telegraphic communication, is returned
to the senders. The cost of any telegrams which may
have been rendered necessary in consequence of the
non-delivery, delay, or incorrect transmission of a
telegram is in no case returned. The amount paid
for a telegram which has been cancelled before trans-
mission has commenced is returned, less the sum of
