the name of the ship or regiment being entered in
full.
7. If the letter be posted in the United Kingdom
for a place abroad, unpaid or insufficiently paid, or
if the class or description of the soldier or seamen
be not written in the address, it will be detained
and returned to the writer for payment of the
postage.
(19.) Letters, ^-c, by Private Ships,
1. Letters intended to be sent b}' Private Ship
must be addressed "By Private Ship; " and if by
a particular vessel, the name of the ship must be
added. But in exception to this rule no letters are
forwarded by Private Ships sailing for New York.

2. Letters cannot be sent unpaid to the Countries
marked thus (*). The postage for letters weigh-
ing more than \ oz. advances in the same manner
as that for letters sent by mail packets. Unpaid
letters coming into this country are charged the
same rates as unpaid letters going out of it.
3. Book Packets and Packets of Patterns may be
sent by Private Ship for the same postage as by
Mail Packets, to all places to which there are Mail
Packets.
4. Newspapers by Private Ships to the Cape de
Verd Islands must be prepaid 2d. each per 4 oz.;
and to all other places Id. each per 4 oz.
(20.) Letters for Passengers on Board Mail Packets.
1. Letters for passengers on board the packets
for America touching at Queenstown, or on board of
the Mediterranean packets about to sail from

Southampton or Brindisi with the mails for India
Australia, China, &c., may be posted in any part of
the United Kingdom up to the time at which ordi-
nary registered letters to go by the same packets are
received. They must be registered, and the postage
and registration fee must be fully prepaid, and they
must be addressed to the care of the commander of
the packet.
2. Letters for passengers on board the Canadian
packets touching at Londonderry, may, under simi-
lar conditions, be posted up to the same time as
ordinary registered letters for Canada. These mast
be addressed to the care of the officer in charge of
the mails.
3. The letters should be addressed thus: "Mr.
, on board the mail packet for , at
Queenstown [Londonderry, Brindisi, or Southamp-
ton]. Care of the Officer in charge of the mails,"
or "care of the Commander of the packet," as the
case may be.
4. Letters directed to the care of the Packet
Agent at Suez, and despatched by the mail vid
Brindisi, will probably reach passengers for India,
&c., who have sailed in the packet which left
Southampton the previous week.
SPECIAL BATES OF POSTAGE
AND CONDITIONS OF TKANSMISSION.
(21,^ Addresses to the Queen and Petitions to
Parliament.
1. Petitions and addresses to Her Majesty, for-
warded direct, are exempt from Postage ; and such
petitions and addresses, as also petitions to either
House of Parliament, if sent to a member of either
House, are likewise exempt, provided they do not
weigh more than two pounds, and are either without
covers or are in covers open at the ends. No letter
or other inclosure, however, must be inserted; and
if one be found, such inclosure, unless it bear the
proper number of postage stamps, will be charged as
an unpaid letter.
2. The restriction laid down as to the size of
letters does not apply to petitions or addresses to the
Queen, whether directed to Her Majesty, or for-
warded to any Member of either House of Parlia-
ment; nor to Petitions to either House of Parliament
forwarded to any Member of either House.
(22.J Parliamentary Proceedings.
1. Printed Votes or Proceedings of the Imperial
Parliament, sent without covers or in covers open at
the ends, may circulate within the United Kingdom
at the rate of one halfpenny for every 2 oz. or part
of that weight.
2. The words " Parliamentary Proceedings" must
be written or printed on the cover of the packet;
otherwise it will be treated as an ordinary book
packet.
3. Prepayment, when the circulation is within
the United Kingdom, is optional ; and if it be made
in part the simple difference only will be charged.
4. Parliamentary Proceedings may be sent, under
the Book Post privilege, to all the Colonies, and to
those Foreign States between which and this country
there is a book post.
5. The limit of size prescribed for ordinary book
packets does not apply to printed Parliamentary
Proceedings.
