3. Bill (Foreign) drawn in but payable out of
United Kingdom, not drawn in sets of three or
more;

[Promissory Notes for £100 or under are not
to be drawn payable to bearer on demand, except
bankers' re-issuable notes, which require a different
stamp; and only such notes of bankers can be
re-issued after being once paid.]

[The duty on a Foreign Bill drawn or endorsed ont
of the United Kingdom, payable on demand, is
the same as on an Inland Bill payable otherwise
than on demand (23 Vict. c. 15). The word
" endorsed "' is held by the Board of Inland
Kevenue to have no practical effect. A Foreign
bill drawn in but payable out of United Kingdom
on demand, although to be endorsed out of United
Kingdom, if not drawn in sets, would be liable to
a duty of Id.]
[The duties on Foreign Bills and Notes, drawn and
made out of United Kingdom, are to be denoted
by adhesive stamps. The holder must affix and
duly cancel the adhesive stamp, if one not on it,
before he negotiate it. If not cancelled, a subse-
quent holder may do so, but the person who ought,
to have cancelled is not relieved of the penalty
(17 and 18 Vict. c. 83, §§ 3 and 5 ; 24 and 25
Vict. c. 91, § 33). The Act 23 Vict. c. 15, § 12,
provides that the party paying the bill shall write
"paid" upon the stamp. The Act 17 and 18
Vict. c. 83, § 5, applies to bills payable on demand
out of the United Kingdom (27 and 28 Vict. c.
56, § 21).]
[Bills bearing to be drawn out of United Kingdom
are to be deemed Foreign Bills so drawn, though
they may in reality be drawn in United Kingdom
(17 and 18 Vict. c. 83, § 4). A person in United
Kingdom drawing and issuing a bill payable out
of United Kingdom in a set, must draw the whole
set, and a person transferring or negotiating such
bill must transfer and deliver, stamped, the whole
number of the set. A person taking such bill
must get the whole set stamped, otherwise he can-
not make it available, ib. § 6. This applies only
to bills drawn within and payable out of United
Kingdom.]
[Bills payable on demand, and endorsed out of the
United Kingdom, wheresoever drawn, are held to
be Foreign Bills, but chargeable with the same
duty as inland bills not payable on demand (27
and 28 Vict. c. 56, § 21).]
Bill (Inland), Draft, or Order for payment of
money, though not made payable to bearer or
order, if the same be delivered to the payee, or
some person on his behalf — The same duty as on
a bill of exchange for the like sum, payable to bearer
or order.
Bill (Intend), Draft, or Order for payment of
money, weekly, monthly, or at other stated periods,
if payable to bearer, or order, or if delivered to the
payee, or some person on his behalf, where the
total amount payable shall be. specified, or can be
ascertained, or shall be indefinite — The same
duty as cm a bill payable to bearer or order on
demand.
Promissory Note for payment of money by instal-
ments, or at different times, so that the whole
money to be paid shall be definite— The same duty
as on a promissory note, payable otherwise than to
the bearer on demand, for a sum equal to the whole
money to be paid.
Bills of Lading, _ - - - 6d.
[Bills of Lading cannot be stamped after signing.
The penalty for signing unstamped bills is £50
(5 and 6 Vict, c. 79, § 24).]
