the deficient book postage, together with an additional rate of a penny : bnt
any packet which bears no postage stamp is charged wilh double the book
postage.
Every book packet must eithpr have no cover, or a cover open at tha
ends. It may contain any number of separate books or other publications,
prints, or maps, and any quantity of paper, parchment, or vellum, either
printed, written, plain, or any mixture ot the thre^; together with what-
ever is necessary for the safe transmission of literary mntter or usually ap-
pertains thereto, to the exclusion of letters or any enclosure sealed or other-
wise closed against inspection, or any communication of the nature of E letter
written in any )-uch packet, or on its cover. Entries however, merely stat-
ing who sends the book, <fcc, or to whom it is given, are uot regarded as a
letter.
INLAND PATTERN AND SAMPLE POST.
The inland postage on Patterns and Samples, which must be prepaid by
means of postage stamps, is twopence for every quarter of a pound, or frac-
tion of a quarter of a pound.
No packet must exceed two feet in length or one foot in width and depth,
or 24 oz in weight. Packets above that weight are sent to the Keturned
Letter Branch.
If a packet of patterns or samples be posted altogether unpaid, it will be
charged with double postage, and if insufficiently prepaid, it will be charged
with the amount of the deficiency, and an additional rate "of twopence.
Tberemust be no writing or printing, other thin the name of theperson
for whom the packet is iutendei, the address of the sender, a trade mark,
numbers, and the prices of the ariicles.
The patterns must be sent in covers open at the ends. Samples, bowever,
of seeds, drugs, &c, may be enclosed in boxes, or ba^s of linen or other ma-
terials, fastened so as to be readily opened ; or entirelv closed, but trans-
parent. If either of the two rules next above be infringed, the packet ia
treated as a letter.
COLONIAL AND FOREIGN PATTERN AND SAMPLE POST.
Patterns and samples can be sent at the rates inserted in the Table oi
Colonial and Foreign postage to such places as are marked with the letter P.
The conditions in these cases are for tbe most part the same as in the
case of the Inland Pattern and Sample Post, the following bting the only
important exceptions.
A packet of patterns sent to Portugal, Madeira, the Azores, Cape de
Verds, franco, or Turkey: Syria, or Egypt, by Fiench Packet, must not exceed
18 inches in length, width, or depth, and a packet sent to any of the other
countries must not exceed 24 inches in length, or 12 inches in width or depth,
and the weight of packets sent to the first four places named is limited
to one pound.
A packet of Patterns sent to any place via Belgium or via Austria m
not exceed 8 ounces in weight.
