POST-OFFICE REGULATIONS.
regulations as newspapers passing (under the news-
paper privilege) between different parts of the United
Kingdom, except that, before going abroad, the name
of the newspaper must have been registered at the
General Post Office, and that, instead of requiring
to have an impressed stamp (by which is meant the
stamp specially used for newspapers), each news-
paper, if sent to a British Colony, is liable to a post-
age of Id. (which must be prepaid by a postage label
or in money*), together with an additional postage
(as shown in the Table of Colonial and Foreign Post-
age) wlien the newspaper has to pass through a
foreign country. In the same table will be found
the postage of newspapers sent to foreign countries.
In all cases of newspapers going abroad the impressed
stamp stands for nothing.

8. Printed proceedings of the Imperial Parlia-
ment, sent without covers, or in covers open at the
ends, may circulate within the United Kingdom at
the following rates of postage • —
Weighing not more than 4 oz., Id.
Weighing more than 4 oz., but not exceeding
8 oz., „ 2d.
Weighing more than 8 oz., but not exceeding
12 oz., ."; 3d.
Weighing more than 12 oz., but not exceeding
16 oz., 4d.
and so on; one penny being charged for every addi-
tional 4 oz.
The words Parliamentary Proceedings must be
written or printed on the cover of the packet, other-
wise it will be liable to the letter-rate of postage.
Prepayment, when the circulation is within the
United Kingdom, is optional ; and if it be made in
part, the simple difi\jrence only is charged.
Printed proceedings of the Imperial Parliament
and of the Colonial Legislatures may be sent to or
from the Colonies at the rates mentioned in the
Table of Colonial and Foreign Postage.

9. At the following charges, and on the subjoined
conditions, book packets may be sent by tlie post to
any place within the United Kingdom : —
Weighing not more than 4 oz., Id.
Weighing more than 4 oz., and not exceeding
8 oz .'. 2d.
Weiahing more than 8 oz., and not exceeding
16 oz., 4d.
Weighing more tiian 1 lb., and not exceeding
U lb., 6d.
and so on, 2d. being charged for every additional
half i)0und or any less weii;ht.
1 St. The postage must be prepaid in full, by means
of postage stamps affixed outside the packet or its
cover.
2nd. Every packet must be sent either without a
cover, or in a cover open at the ends or sides; so as
to admit of the enclosures being removed for exa-
mination.
3rd. If the po.stage paid on the packet amount to
ns much as 4d., it may contain any number of sejia-
rate books or other publications, prints, or maps,
and any quantity of paper, parchment, or velhnn
(to the exclusion, however, of written letters,

whether sealed or open). And the books or other
publications, prints, maps,&c., ma}' be either printed,
written, or plain, or anj' mixture of the three. Fur-
ther, all Icgitinr.ate binding, mounting, or covering
of a book, publication, &c., or of a portion thereof,
will be allowed, wbetiier such binding, &c., be loose
or attached ; as also rollers, in the ease of prints or
maps ; markers (whether of paper or otherwise), in
the case of books ; and, in short, whatever i.s neces-
sary for the safe transmis.sion of literary or artistic
matter, or usually appertains thereto.
4th. But if the postage paid be less than 4d., the
packet must consist exclusively of printed matter,
without restriction, however, either as to the number
of publications or separate sheets, or as to whether
the}' are bound or unbound. If any other matter
be included, the packet will be subject to the penally
mentioned in the 9th Condition.
5ih. A book packet, whatever may be the postage
paid thereon, must not contain any v.'ritten letter,
closed or open, or any enclosure sealed or otherwise
closed against inspection ; nor must there be any
letter, nor any communication of the nature of a
letter written in any such packet or in or upon its
cover. Entries, however, merely stating who sends
the book, &c., or to whom it is given, are not re-
garded as a letter, and may therefore be made wlien
any writing is peimitted ; that is, when a postage
of 4d. at least is paid,
6th. No book packet can be received, if it exceeds
two feet in length, width, or depth.
7tli. Any packet which shall not be open at the
ends or sides, or shall have any written letter orany
communication of the nature of a letter written in
it, or upon its cover, will be charged with the "un-
paid'' or double letter postage.
8th. If a packet be found to contain any â– written
letter, whether closed or open, or any enclosure sealed
orotherwiseclosedagainst inspection, orany otherun-
authorized enclosure, the letter or enclosure will be
taken out and forwarded to the address on the packet,
charged with the full postage, as an unpaid letter,
together with an additional rate of 4d. ; and the re-
mainder of llie packet, if duly prepaid wiih stamps,
will then be forwarded to its address.
9th. If a packet be not sufficiently prepaid with
stamps, but nevertheless bear a stamp of the value
of Id., it is forwarded, charged with the deficient
book-postage, together with an additional rate of
4d. ; but any packet which shall bear no postage
stamp is charged with the " unpaid" or double-letter
postage.
10th. In every case in which the postage charge-
able under these regulations is greater than the
letter rate, the latter postage is substituted.
10. At the following charges, and en the sub-
joined conditions (which inmost respects are similar
to the foregoing), book-packets may be sent by post
to the Colonies specified in the table of Colonial and
Foreign Postage, commencing at page 16 ;
Weighing not more than 8 oz
Weighing more than 8 oz., but not exceed-
ing 16 oz Is.
Weighing more than 16 oz., but not exceed-
ing 2 lb 2s.
Weighing more than 2 lb., but not exceed-
ing lb
and so on ; Is. being charged for every additional
