Foreign and Ship Letters.
FOREIGN AND SHIP LETTERS —Letters
sent in sealed bags for foreign parts (except for the
East Indies, &c.), by private ships or vessels, if
posted at the port the ship is to sail from, are liable
to a postage of 8d. single ; if posted at any other
part of the United Kingdom, 12d. single, to be paid
at the time of posting the same. Letters to go in
this way must be specially directed.
The previous payment of postage on letters to
and from France is now optional, and the letters
may be either posted unpaid, or paid to the frontier
(Calais), or to their destination in France.
Although Unpaid Letters can only be forwarded
to places within France, there are other Countries to
-which the Postage may be paid (if the sender should
desire it), in whole or in part, as the case may be,
viz For Bavaria, Central Germany, Sardinia, and
Switzerland, Letters may be paid to their destina-
tion. For Southern Italy, Letters may be paid to
the Italian frontier of Sardinia. For the Mediterra-
nean, Austria, and Venetian Lombardy, Letters may
be paid through France to Huningen or Forbach.
Letters arriving from abroad, except for the East
Indies, &c., in vessels not packet boats, are liable to
a sea postage of 8d. single, Is 4d. double, and so
on, over and above all Inland rates whatever.
Letters to and from the East Indies, Cape of Good
Hope, the Mauritius, Ceylon, Batavia, New South
Wales, Van Dieman's Lnnd, and Swan River, are
forwarded by ships as opportunities occur. ^The post-
age must be paid here.
The rate outwards is 2d. per package under three
ounces ; if above that weight, one shilling per ounce.
The rate inwards is 4d. per package under three
ounces ; if above that weight, one shilling per ounce,
in addition to the Inland rates to London, or any other
port at which they may be landed or sent from.
PRINTED NEWSPAPERS liabh to Stamp
Duties and Duly Stamped, may be sent by Packet
Boats to any of her Majesty's Colonies and Posses-
sions beyond Seas, free of the duly of postage, pro-
vided the same be put into any General Post Office
in the United Kingdom, on any day within seven days
next after the day on which the same shall be pub-
lished, such day to be ascertained by the date of the
paper ; and if forwarded by Private Ships under the
same regulations, they are liable to a postage of One
Penny each, to be paid when put into the Post Office.
Newspapers printed in the British Colonies and
possessions beyond the Seas, and brought to Great
Britain and Ireland by Packet Boats, are to be
delivered to the first Address by the General Post
within the United Kingdom, _/>ee of the duty of postage.
Newspapers printed within the British Colonies
and Possessions beyond the Seas, and brought by
Private Ships into the United Kingdom, and de-
livered at any Post Office with the Ship's Letters,
are to be charged and forwarded with a Postage of
One Penny upon each Paper.
Printed Newspapers may be received at any Post
Office in the United Kingdom for conveyance either
by Packet Boats or Private Ships to Foreign
Parts, on payment of Two Pence for every such
Paper, such P/kymeat to be made at the time when
the Paper is put into the Post Office — provided
every such Paper be put into a Post Office within
Seven Days next after the Day on which the same
shall be published, such day to be ascertained by the
date of the Paper.
Newspapers printed in any Kingdom or State
beyond Sea, other than her Majesty's Colonies and
Possessions, and brought into the United King-
dom either by Packet Boats or Private Ships
(if printed in the language of the Foreign Kingdom
or State from which the same shall be forwarded,
but not otherwise), are to be charged with a rate of
Twopence each, on Delivery by the General Post
in any part of Great Britain and Ireland, at the place
of their first Address, in addition to any Postage
charged thereon by any Foreign Post Office.
There is an exception in favour of such Foreign
countries as have agreed to circulate Newspapers to
and from Great Britain free, when they are put under
the same regulations as Newspapers to and from the
British Colonies. The following are the places with
which such agreement has been made ; — Buenos
Ayres, Colombia, La Guayara, Caraccas, Carthagena,
Bogota, Greece, Ionian Llands, Hamburgh, Bremen,
Cuxhaven, and Spain.
Newspapers may be circulated to and from France
by the Packet Boats, under the regulations as to date,
as above specified, on payment of one halfpenny,
previous or not, optional.
No Newspaper is to be considered within the
aforesaid privilege, unless the same be sent without a
Cover, or in a Cover open at the sides.
If the Person to whom any such Paper (from the
Colonies or Foreign parts) is directed, shall have
removed from, or quitted the place, to which such
Newspapers shall be addressed, prior to the delivery
thereof at such place, any such Newspaper on arriving
or delivery at the place of its address, may (^provided
it has not been opened or used, but not otherwise)
be re-directed and forwarded to such Person at any
other place within the United Kingdom, free of any
charge for such extra conveyance ; but if any such
Newspaper shall have been opened or used, the same
is, on re-direction, to be charged with the rate of a
single letter from the place at which it shall be re.
directed, or re-posted to the place where delivered.
Printed Votes and Proceedings in Parlia-
ment, may be sent to any of his Majesty's Colonies
or Possessions beyond Seas, upon payment of one
penny halfpenny per ounce, and so on in proportion
above that weight, such payment to be made at the
time they are put into the Post Office.
Printed Votes, Proceedings, and Public Papers,
printed by order of the Legislative Assemblies of any
of her Majesty's Colonies, and brought to this Coun-
try in Packets, are to be charged at the rate of one
penny halfpenny per ounce, and so on in proportion
above that weight, to be paid on delivery.
They must be sent without Covers, or in Covers
open at the sides, and if any other paper or tiling
whatever be enclosed or concealed therein, or there
shall be writing other than the superscription upon
them or their Covers, such Packets are chargeable
.with the full rates of postages as letters.
