XV.— Warrant to flu the Blue Ensign.
(49.0 British Merchant Ships commanded by
Officers on the Retired List of the Roval Navy, or by
Officers of the Royal Naval Reserve, which fulfil the
■ following conditions, will be allowed to wear a Blue
Ensign :—
(a) The Officer Commanding the ship must be an
Officer on the Retired List of the Royal Navy,
or an Officer of the Royal Naval Reserve.
(6.) Ten of the crew must be Officers and men
belonging to the Royal Naval Reserve. Men
belonging' to the Royal Fleet Reserve, Naval
Pensioners, and men holding Royal Naval
Reserve Deferred Pension Certificates, may be
included in the number specified,
(c.) Before hoisting the Blue Ensign the Officer
Commanding the Ship must be provided with
an Admiralty Warrant.
(d.) The fact that the Commanding Officer holds
a Warrant authorising him to hoist the Blue
Ensign must be noted on the Ship's Articles of
Agreement.
2. Commanding Officers failing to fulfil the above
conditions, unless such failure be due to death or
other circumstances over which they have no control,
will no longer be entitled to hoist the Blue Ensign.
3. British merchant ships in receipt of Admiralty
Subvention will be allowed to fly the Blue Ensign
under Admiralty Warrant.
4. In order to ascertain that the above conditions
are strictly carried out, the Captain of one of His
Majesty's Ships meeting a ship flying the Blue
Ensign may send an Otrcer, not below the rank of
Lieutenant, on board at any convenient opportunity.
This restriction as to the rank of the Boarding Officer
is in no way to limit or otherwise affect the authority
or the duties of Naval Officers either under the Mer-
chant Shipping Act or in time of War.
5. Applications for permission to wear the Blue
Ensign on board British Merchant Ships in receipt
of Admiralty. Subvention should be made direct to
the Admiralty by the owners; for other Merchant
Ships the application should be made through the
Registrar General.
XVII.— Assistant Paymasters for Service in the Royal
Navy, under Order in Council of 1th March, 1904.
(51.) Under the authority of the "Roval Naval
Reserve Officers Act, 1863" (26 & 27 Vict. c. 69), as
amended by Act 35 & 36 Vict. c. 73, the Lords Com-
missioners of the Admiralty have formed a Reserve
of Accountant Officers for service in the Royal Navy
In emergencies.
2. It will consist of a certain number of Assistant
Paymasters who will be granted commissions as
Officers of the Royal Naval Reserve under the exist-
ing regulations respecting R.N. R. Officers, so far as
they are applicable to their case.
3. They will be required to undergo training in
Accountant duties in time of peace, and willbeliable
to be called out by Royal Proclamation for service in
the Fleet in any national emergency, and to continue
serving during the continuance of such emergency.
(52.) To be eligible for a commission as Assistant
Paymaster, R.N.R., candidates must be between 21
and 30 years of age, with a good knowledge of, and at
least three years' experience in, the keeping of
accounts. They will be required to produce thor-
oughly satisfactory testimonials from the firms in
which they are employed, and to present themselves
before a Board of Selection at the Admiralty.
2. Every candidate will be required to pass a
medical examination before the Medical Director-
General of the Navy; he must be in good health,
well-developed and active, free from any physical
defect of body, impediment of speech, defect of hear-
ing, or serious defect of sight, and also from any pre-
disposition to constitutional or hereditary disease or
weakness of any kind. The case of a short-sighted
candidate, in other respects fit, will be specially con-
sidered on its merits.
(53.) Candidates for Assistant Paymasters who
pass the medical examination and are provisionally
accepted by the Board of Selection will be required
to attend a preliminary course of instruction in the
evenings, for at least a fortnight, and if satisfactorily
reported on by the Instructing Officer, they will be
given an appointment as Acting Assistant Paymaster,
R.N.R.
2. This preliminary instruction will be followed
by training on board one of H.M. ships on the Home
Station for a minimum period of 14 days and a maxi-
mum of one month, to be repeated for three years, or
until they pass an examination and are reported
qualified for confirmation in their rank. The course
of instruction will include the practical duties of
Accountant Officers in regard to Naval Accounts and
payments, and in regard to the receipt, issue, care,
and preservation of provisions, clothing, and other
stores on board H.M. Ships.
Note. — Acting Assistant Paymasters who are
Pursers or Assistant Pursers in the Mercantile
Marine will not be required to attend the Instruc-
tional Classes, but must perform a minimum of 21
days' training each year until confirmed.
3. Any Acting Officer, who, after three yearly
courses of instruction, may not be found fully suit-
able in every respect to hold a Commission, will not
be confirmed in the rank, but will cease to belong to
the Reserve.
i. The convenience of the firms will be studied in
arranging the dates of embarkation, but it is very
desirable that the first period of training in the Fleet
should be as long as possible.
(54.) Whilst embarked, every opportunity should
be taken of fully instructing them in the practical
duties of Assistant Paymasters, and with this object
they should be regarded as forming part of the staff
of the Paymaster.
2. It is to be understood that, whilst the minimum
period of training has been fixed at a fortnight, and
the maximum at a month, each year, these Officers
must be discharged in time to enable them to keep
their engagements with their employers. Travelling
warrants may be given to them to the place from which
they joined or to any not more distant place, and the
usual travelling expenses will be paid.
3. At the end of the course of training a report is
to be made as to the progress which they have made
and whether they display the qualities expected of
gentlemen filling the position of Commissioned
Officers in His Majesty's Fleet.
(5.5.) Officers will be further expected, until con-
firmed in their rank, to attend the evening classes of
instruction for about ten days in each year ; and after
confirmation they will be required to keep themselves
efficient either by attending classes of instruction 'or
by further training in the Fleet, as may be practicable.
(55a.) \ssistant Paymasters (confirmed 1 will be
a'lowed to volunteer for one year's service afloat,
when they will receive pay at the rate of 10s. a day,
equipment allowance of £15 and will be eligible for
a bonus of £25 on termination of appointment (con-
db ional on good conduct and service).
(56.) Assistant Paymasters, R.N.R., will rank with,
hut after. Assistant Paymasters of the Royal Navy.
Those who have been confirmed in rank will, on com-
pleting four years' seniority, rank with, but after,
Assistant Paymasters of the Royal Navy of four
years' seniority.
2. When on duty they will wear the uniform
established for Officers of the Royal Naval Reserve.
If called out for service in emergency they will be
granted the sum of 30/. for equipment. Before em-
barking for training they will be expected to provide
themselves with a Duty Undress and a Mess Undress.
The provision of any further articles of uniform for
occasions of ceremony will be optional.
3. They are authorised to wear uniform when
serving in H.M. Ships and on State occasions only.
