A Proclamation, Regulating the prices of Ale and
Drinking-Beer proportionable to the price of the
Weigh of Bear.

In accordance with Act 15, Sess. 1, Parl. 2, a proclamation
23 Dec. 1G79, No. 2479 a, q.v., was issued : when bear was
sold 15 stone of new or 14 of old (troas weight) for 6 pounds
Scots, the best ale should be 12d. Scots per pint, for 8 pounds
20d. Scots, for 10 pounds 2s. Scots, with the addition of the
excise. The brewers of Edinburgh and the neighbourhood
have petitioned for liberty. The price of the weigh of
barley (15 stone troas weight) is 10 merks and of rough
bear 9 merks for the crop of 1679. This price is fixed on
and no one is to buy at less for malting. Those who sign a
bond to buy at this rate may brew single ale at 20d. a pint
plus the excise, and double ale at 3s., until 10 September
next. Maltsters to buy at the rates fixed and to charge 10s.
Scots a weigh of bear. No vintners in Edinburgh, Cannon-
gate, Abbey, Caldtown, Craig-end, Yard-heads, Newhaven,
Pleasants, and St. Ninians Eow to brew ale. Coopers to
mark their work. A committee of ten brewers in the town
and ten in the shire to enforce these orders. Tapsters to have
4fZ. Scots for drawing each pint. Commissioners appointed
for the shires to meet 29 March (N. of Aberdene 15 April)
to call brewers and maltsters before them to subscribe the
bond (proclamation 23 Dec). These to be proclaimed and
printed.

Eestraints and impositions on foreign trade are part of the
prerogative of the Crown, Act 26, Sess. 3, Parl. 1, Chas. II.
No brandy or other foreign strong waters, mum beer or
foreign malt liquor (except spruce beer) is to be imported or
sold after 1 Nov. next. On that date all magistrates, &c.,
are to destroy all that can be found. Ships importing it to
be confiscate, retailers fined £40 Scots toties quoties.
Importers and sellers to lose their burgess rights. All
drinkers of brandy after 1 Nov. to be fined £40 Scots toties
quoties, proof by witnesses or oath of party. Informers to
have half fine. These to be proclaimed and printed.

The committee of the Privy Council for enforcing pro¬
clamation 23 Dec. last. No. 2479 a, q.v., and 6 March last,
No. 2484, q.v., in Edinburgh give order. No vintner or
tapster to deal with more than one brewer, or to change his
brewer till his account is clear; a bond to that effect to be
given before 15 April. No brewer to serve a vintner in
debt to another brewer. No one malting other men's bear
to buy bear and sell malt. Brewers and coopers to mark all
barrels. Maltsters to buy in public market. Brewers not to
be vintners or tappers nor vintners or tappers to be brewers.
These to be printed and published in Edinburgh, Leith, and
Cannongate by touck of drum, and in Musselburgh,
Dalkeith, &c.

clamation Appointing all Passes to Ships to be
granted hereafter by the High-Admiral, his Deputes,
Judges and Officers.

Cites proclamation 1676 (6 March 1677) concerning passes.
No. 2419, appointing a general surveyor. This has proved
ineffectual. The granting of passes belongs of right to the
oflSce of Great Admiral of the kingdom. All passes to ships
shall be granted by him, his deputes and judges of the
Admiralty, and sealed by the clerks of that court. All
former passes are withdrawn. In future directions con¬
cerning passes will be given to the Admiralty. These to be
proclaimed, printed, and posted up in all custom-houses.

others, Rebels and Traitors, &c.

Mr. Richard Cameron, . . . Cameron his brother, Thomas
Douglas, Donald Cargill and others have entered into a
traitorous covenant, found with other impious pamphlets
on the said Cargill at Queens-Ferry on 3 June. Also on
22 June the said Cameron s and Douglas with John Vallang,
brother-in-law to Robert Park, Daniel Mackmitchel in Lorg-
foot, Thomas Campbel son of . . . Campbel, late of Dalblair
in Auchinleck, John Moodie brother of the miller in Cubs-
Milne, John Fowller servant of . . . Lindsay of Covingtoun,
Patrick Gemill son-in-law of Charles Logan at Cumnock-
maines, James Stewart son to Archibald Stewart at Calsey
End, Alexander Gordown of Kilsture, Francis Johnstoun,
merchant in Clidsdale, . . . Creichtown son of Robert
Creichtown of Achtitinch, now in Waterhead, and others
(21 persons) fastened a treasonable paper to the cross of
Sanquhar, marching in procession with drawn swords.
They are declared traitors. The heretors in Carsfern,
Balmaclellan, Dairy, Kells, Barr in Carrick, Moor Kirk of
Kyle, Galstown, Lowdon, Tindergarth, Streven, Lesmehago,
Sanquhar, Irongray, Glencairn, Cumnock, Monigaff, and
Penningham are to convene all persons over 16 on their
lands on the second and last Tuesdays in July and August,
and make them discover on oath any of these traitors or any
skulking traitor they have seen. The heretors are to send
within 8 days a declaration on oath of what they have done
to the sheriff. Magistrates to report to P.C. on 1 August
and 1 September. 5,000 merks reward for Richard Cameron,
3,000 each for . . . Cameron, Douglas, and Cargill, 1,000
each for the others, dead or alive. These to be printed and
published.
