[For the regulation of sutlers and carriers.]

The high charges of carriers to sutlers raise the price of
provisions, and deprive the King's service of carriage. All
carriers are to bring their horses and cars weekly either on
Mondays, Wednesdays, or Fridays to CoUedge-Green or Lazy-
Hill to be laden at King's rates for the King's service. Com¬
missary generals of provisions to be first supplied and then
sutlers. The guard at the barriers not to allow any sutler
to pass without a licence, endorsed and dated every journej^
No carrier to charge more than King's rates for a journey to
camp. (In case of extortion nothing is to be paid.) Soldiers
are to protect sutlers and not rob them.

without a licence will be treated as deserters, and their shel-
terers prosecuted. Sick and wounded soldiers will be pro¬
vided for in the hospital until recovery.

yield cities within three weeks, or to officers, soldiers, &c.,

their arms, with restoration of their estates, or other suitable
rewards.

Sutlers have complained of extortions in obtaining passes,
for guards, tolls, &c., to their great hindrance. Those who
have not a pass can obtain one fi-om the Secretaiy's clerks
at a cost of 12(?. which will allow them to pass without
molestation during this campaign. No fees to be charged to
persons bearing our pass on any account.
