By a bill of last session full liberty of conscience has been
granted. Certain persons have entered protestant churches
and dispossessed the ministers. No one is to presume to
do such a thing, or enter even on a vacant church without
previous application to the King.

Owing to dispute between the Paymaster-General and the
officers the following rules are laid down. Every trooper
to receive 8s. and dragoon 6s. a week subsistence money.
Forage to be paid for every month at the I'ate it was bought
for. Troops in quarters may pay 21f/. a week per horse for
forage, or otherwise 12d. per cwt. for hay, delivered on the
spot. No excesses to be committed by the soldiers or violence
offered.

An account of the rate of pay and allowances to soldiers.
Troopers receive 8s, weekly for subsistence, washing, shoeing,
forage, and linen, leave 2s. with the paymaster-general for
clothing, accoutrements, &c., and 6d. for hospital and pound¬
age ; corporals, trumpets, and kettle-drums receive 14s.
weekly and leave 3s. Gd. Dragoons receive 6s. weekly and
leave 2s. 2d.; corporals receive 8s, and leave 2s. Gd.; sergeants
receive 14s. and leave 3s. Gd. Foot soldiers receive 2s. 4d.
weekly, leave Gd. with paymaster-general for clothing, Gd.
with captain for shoes, stockings, linen, and mending, 2d.
for hospital, &c. ; corporals receive 3s. per week, leave
Is, 2d.; sergeants receive 6s. and leave 4s, Gd. Private
soldiers straggling are to be arrested. Officers' servants not
to ride in the ranks. A troop roll to be kept. No deduction
for clerks to be allowed. Religious observances to be en¬
forced. Chaplains to attend troops. Good behaviour in
quarters to be enforced. All goods to be paid for. Pro¬
clamation 24 June 1689, No. 1039, q.v., and declarations
24 Sept, 1689, No. 1072, q.v., and 14 Sept, 1689, No. 1069,
q.v., to be obeyed. Army to assist civil magistrates and
revenue officers. No impressment of money allowed. Com¬
plaints against superior officers to be made first to the
immediate superior, who is to hear the matter. The articles
of war, rules for musters, and this declaration to be kept at
hand by every commanding officer. This to be read to every
troop and company,

Certain persons, by buying up wheat and oats and storing
them, have caused a great increase of price, very hurtful to
the soldiers and poorest sort of people. Persons who buy
with intent to sell will be severely punished as engrossers
and forestallers.

By (Irish) Act 14 & 15 Chas, II an extra duty of one-third
more was put on all goods not imported from England, and
if by aliens or strangers the duty should be doubled. Foreign
iron now pays .£4 per ton and iron pots 20s. per hundred.
The extra thirds and double duty are remitted on all goods.
Foreign iron shall pay 40s. per ton and 12s. per hundred
iron pots. This to hold for two years from date and three
months' notice will be given of alteration.
