subjects are licensed to hire, purchase, demise, alien, or
grant to each other houses in any corporate town or liberty,
the purchaser taking only the usual oath of allegiance.
Roman Catholics formerly freemen, and those having right
to be admitted freemen of cities to have their full rights.
This to be published in all towns.

Recites league with United Provinces in 1660; negotiations
of 1664; war 1665-7, and grievances under the Treaty of
Breda. They refuse to regulate the East India trade, to
allow the English settlers to remove from Surinam. They
publish abusive pictures of the King. They violate the right
of the flag in seas where they only fished by licence (1635,
1636, 1637), and refuse any satisfaction. War is declared.
Dutch subjects in England not to be molested. Any settling
there will be protected in person and estates. The true
intent of the Treaty of Aix-la-Chapelle will be observed.

Loyal subjects are warned against spreading false news or
reports, or intermeddling in affairs of State, or the persons
of His Majesty's counsellors. Hearers are equally punish¬
able. Those present at coffee houses or public or private
meetings will be punished if they do not reveal what is said
at once.

Cites royal letter of 16 June 1671. A patent under Great
Seal of Ireland was granted to Sir George Hamilton and
Capt. James Roch on 14 Jan., 16 Chas. II [1664-5] for
thirty-one years at a rent of 20 marks for an office for
licensing pedlars, petty chapmen, or gray merchants. As
this has not been carried into effect, it is now to be enforced.
Rates to be laid down, and magistrates ordered to assist.
Every pedlar is therefore to pay 20s. yearly as licence, from
the date of this proclamation, to the patentees. All magis¬
trates, &c., to take notice and assist.
