Although the country has been peaceful so long, and trade
has grown, yet there is great usury, owing to the scarcity
of money in this kingdom. The Act made in 3 Hen. VII
against usury is strictly to be enforced. This does not apply
to mortgages, &c., already paid up, and if within six months
after date of this proclamation the mortgagers accept the
principal sum of money, it will not apply to them either.

His Majesty by Letters Patent of 25 July, 5 Jas. I,
granted the office of Post Master General to John, Lord
Stanhope of Harrington, and also by Proclamation from
Greenwich, 15 May, 7 Jas. I, No. 1078 Eng., q.v., forbids
using disavowed messengers. Lord Stanhope being desirous
of having a duly authorized person in this kingdom, we have
appointed Melchior Van Pelkem, resident in this city.

Refers to Act of Council 10 Mar. 1605, 3 Jas. I, No. 185,
q.v., that no shipmaster or merchant or factor was to bring-
to this kingdom without licence from the Privy Council of
England any arms or powder, and ordains that no arms,
powder, or furniture for wars, such as swords, &c., be
brought in without licence. Corporations and towns to
state how much powder and munitions they have.

Quotes royal letter 22 April [1618]. The rents of
Athlone and its tithes, fishing, &c., and of the abbeys of
the dissolved houses, St. Peter and St. Benedict, were
granted to the Lord President of Connaught. Leases are
to be granted to inhabitants of the religion of the Estab¬
lished Church of England, by Sir Charles Wilmott, the
present Lord President, at rents to be fixed by him and the
Lord Deputy to be held in free and common socage.

Grievances having arisen with regard to the late erected
staples, it is proclaimed lawful for any person to buy wool
for Irish manufacture without belonging to the staple ; any
one may be admitted to the Company of Staplers without
fine ; no one to ship wool or woolfells except by the staple.
