restrictions upon trade with Italy, and allowing trade to
ports from which the British Flag is not excluded.

the Cessation of Arms, agreed upon between his Majesty
and the King of France, and enjoining the observance
thereof.

In response to an appeal for help from Sir George
Prevost on account of the wanton outrages committed by
the American Troops in Upper Canada upon unoffending
inhabitants, a system of retaliation is proclaimed (the
lives of unarmed inhabitants of the United States alone
to be spared). This order to remain in force until the
U.S. Government have entered into an obligation to
make full reparation for the outrages committed by their
