‘ Barra Try ’ — or barratry ?
While the HIDE was boldly exhibiting itself in the
nation’s cesspool in the south, Barra was given a few
column inches in the press — publicity for a report issued
by the island’s local council of Social Service. In the
context of Highland Development, the report was worth
1000 Highland Flings. Indeed, had the HIDE made fuller
use of the normal channels available to create interest in
Highland products and spent the money and effort absorbed
by the London exhibition in a concentrated spearhead
movement to support the Barra people we would then
have had definite proof that the islands in the Board’s
charge are not to be left out in the cold after all.
In essence, the Barra report emphasises the value and
worth of island living. Islands, wherever they are, are
immensely valuable, both to the individuals who wish to
reside on them and to the nation as a whole. Islands are
both socially and economically relevant, even in this day
and age of urban concentrations — and even more so in
this day and age when fast communications facilities are
readily available.
Many former islanders now living in Glasgow wish to
return to Barra. With the immediate provision of the
minimum requirements of these exiles, the population of
Barra could be increased overnight by 10-15 per cent.
But reports are reports. The good thing about the
Barra report is that it was produced by a group of people
determined to make their island a significant part of the
British Isles. However, having gone thus far, how much
farther can they go ? They need substantial help in many
forms: money, expertise and the like. Will they get it ?
The west coast social survey proposed by the HIDE recently
is a good step in the right direction. But it will take at least
a year to complete if present HIDE philosophy is anything
to go by, the results will be neatly, filed away for attention
some day.
In the meantime, one island is crying out for help.
It would be good to read in a press handout from the
HIDE within the next month or so that the Board is
mounting ‘ Operation Barra ’ in a determined effort to show
how a depressed island can be revitalised and given a
raison d’etre by a remote developing authority. And the
time scale should be not more than two years.
Steering the ship of development the HIDE should
be seen to operate a ‘ Barra Try ’ effort — and not be guilty
of barratry.
