Foreword
It is not the intention of An Comunn G&idhealach at any stage to
interfere with policy or with policy decisions formulated or arrived at by
elected representatives who constitute the membership of local authorities,
or by officials appointed by those local authorities. The purpose is to set
out observations and proposals in accordance with the stated aims of the
Association as embodied in our constitution, and we recognise that a number
of these observations and proposals will be considered by local
authorities as a matter of course in arriving at decisions.
The closure of primary schools is an emotive issue, and we would not
wish to enter into educational or economic arguments for or against the
closure or retention of primary or community schools. Ve leave that to
those who have the expertise and the first hand knowledge. What we seek to
do is to set out, as we in An Coraunn Gdidhealach see it, the effects of
action on the Gaelic language and culture within a community, in the hope
that our observations will be taken into consideration during the process
of decision-making.
An Comunn Gaidhealach intend to circulate this paper to all local
authorities who have a responsibility for education in Gaelic throughout
Scotland. Ve hope that it will be of assistance to those who have to make
the final decisions.
