Sir,

I have the honour to submit, for the information of Government, the
Annual Report on the Asylums for the treatment of Insanes in the Bombay
Presidency for the year 1915.

                                Buildings and Repairs.

2.    The annual repairs to the asylum buildings have been carried out by
the Public Works Department and they are in good order.

3.    At Dhárwár the male day barracks, were paved with artificial stone
and the windows in the female barracks were provided with bonnets to keep
out the sun.

4.    At Ahmedabad the sills of doors of the male and female wards were
removed to enable better cleaning of the wards. The padded cell was dis-
mantled owing to its moth-eaten condition and to its never having been required.
The cell is now taken into ordinary use. The doors and windows of the cells
recently built were provided with iron bars.

5.    The Hyderabad Asylum has been enclosed by a new high boundary
wall

6.    Owing to the present financial situation it has been found necessary
to hold over for the present certain minor and major works at asylums, such as
quarters at the Dhárwár Asylum for the Sub-Assistant Surgeons employed there.
At the Central Asylum, Yerávda, the provision of padded rooms, contral bath
and improvements in the hospital of the asylum are required. The necessary
plans and estimates are being prepared.

                                    Water-supply.

7.    The supply has been sufficient and good at all the asylums with the
exception of that at Naupáda where the well is liable to contamination. This
well which is used for drinking water is regularly permanganated and the
pumping machinery has been removed to a distance so as to prevent surface
contamination. The proposal to provide this asylum with a piped supply from
the Tánsa Main is under consideration but has been postponed for the present
owing to want of funds.

                                STATEMENT No. I.

                                Total Population.

8.    The total population of the asylums was 1,652 as compared with
1,575 in 1914, an increase of 77. During the previous 5 years there was
an average annual increase of 57 patients. The admissions and re-admissions
numbered 420 males and 79 females against 404 males and 82 females admitted
during the previous year.
