The Lazzaretto or Quarantine Hospital at Manoel Island, Valletta, Malta. It later became an RN submarine and Mine Sweeper base known as HMS Phoenicia. Fort Manoel is barely visible to right behind the Lazzaretto. The ships to left are undergoing quarantine as they have just arrived - probably from some Middle Eastern or North African port.
