President of the Zagreb Court, graded in the first group of the first class, was born
at Bielovar on December 29th, 1876. He completed his studies in law and political
science at the University of Zagreb, passing his last State theoretical examination on
November 24th, 1900. He took his degree of Doctor of Laws on July 20th, 1901. Having
decided to join the magistrature, he was appointed subordinate legal official at the
Bielovar Court on October 31st, 1900. On November 30th, 1900, he was appointed
auditeur after passing the magistrate’s examination; he was appointed, on February 5th,
1902, second-class assessor at the Bielovar District Court, and on September 5th, 1907,
first-class assessor at the same Court. He was also first-class assessor at the District
Courts of Stara Pazova, Shid and Koprivnica; he was subsequently transferred, on
February 16th, 1911, to the Zagreb Court, and attached to the secretariat of the
Court of the Septemvirs at Zagreb. On August 1st, 1911, he was appointed Secretary
to the Court of the Septemvirs, and on April 29th, 1918, he was made Secretary to
the President of that Court. By Royal Order of January 20th, 1920, he was appointed
judge of the Zagreb Court of Appeal and, by Order of November 20th, 1921, professor
on the regular public staff of the School of Commerce and Exchange at Zagreb. By
Royal Order of December 31st, 1922, he was appointed Governor of the Zagreb Region.
On June 5th, 1924, he was transferred to the general list of Regional Governors. By
Royal Order of September 12th, 1925, he was appointed Counsellor to the Court of
the Septemvirs at Zagreb (judge of the Court of Cassation), and by Royal Order of
March 19th, 1927, President of the Court of the Septemvirs, a position which he
still occupies.
From the inception of his judicial career, Dr. Tchimitch displayed exceptional ability,
sound theoretical knowledge and skill in its practical application. It was for this reason
that he was attached to the Secretariat of the Court of the Septemvirs, where he did highly
valuable work. He has published the “ Decisions of the Court of the Septemvirs at
Zagreb ”, in two volumes, a commentary on the provisions governing the moratorium,
a digest of the law of exchange, treaties on the law of cheques in the Kingdom
of Yugoslavia, on the law of bills of exchange in that country, and on the law of equality
of rights among creditors, and a digest of private law; he has also published, with
comments, the recent law on bills of exchange and cheques.
