IN THE PRESS:
EUROPE’S OVERSEAS NEEDS, 1919-1920, AND HOW
THEY WERE MET
The purpose of this study, which is a companion to “Relief Deliveries and Relief Loans,
1919-23,” is to consider what were the effects of the lack of any policy of reconstruction after the
last war and how and to what extent, in the absence of concerted action, Europe was able to
provide itself with the raw materials and other essential goods it needed. The post-armistice
situation is briefly described, the value and the kind of purchases effected, both by the Continent
of Europe as a whole and by various regions, are shown and an estimate is made of Europe’s
balance of payments during the two years 1919 and 1920.
